SALARY: E2 (P306, 780 – 319, 164 per annum)

QUALIFICATIONS: Bachelor’s degree or equivalent in procurement Supply Chain Management or Business or related field.

EXPERIENCE: At least 14 years’ experience served in procurement related environment and should have demonstrated exceptionally high professional competency and integrity in procurement and asset disposal and supplies management and has managerial abilities. Should also have spent at least 2 years in managerial level of D1 or equivalent.
MAIN PURPOSE OF THE JOB
To provide strategic leadership in the procurement of supplies services and works as well as the disposal of assets for Ministry in a timely and efficient manner.
DUTIES
1. Identifies and sources suitable supplies, services and works and negotiates and agree prices in accordance with delegated authority.
2. Gives advice on procurement matters requiring policy action and guides on all technical matters for effective procurement of goods, works and services.
3. Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.
4. Aligns/ endorses contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.
5. Oversees maintenance of list of approved suppliers and evaluates supply capabilities and contractor performance.
6. Liaises with relevant bodies to ensure a proactive management and development of the contractor base, including small and medium sized enterprises and other service providers.
7. Supervises the procurement of all supplies, services and works needed by the Ministry.
8. Coordinates and oversees development of procurement plan.
9. Coordinates and oversees the examination and development of estimates of material, equipment and service requirement.
10. Liaises with other functions in the Ministry to provide a consultancy service for the specification, process, evaluation and awarding of all relevant contracts.
11. Manages contracts to ensure expected deliverables.
12. Plans and directs the activities of the procurement unit.
13. Oversees the procurement and disposal processes as well as tendering process and ensures adherence to relevant provisions of the PPADB Act and regulations.
14. Initiates and directs the establishment of PPADB support structures to ensure compliance of the Ministry with statutory requirement.
