Team Leader- EC Technical and Advisory Services for Social Transfers
We are looking for a Team Leader to provide advisory services, overall coordination and quality insurance of the EC Technical and Advisory Services for Social Transfers project.
Project Description:
The overall objective of the project of which this contract will be a part is to increase the impact, quality, sustainability and coverage of public transfers to address food insecurity in partner countries and promote their orientation towards social transfers scope ensuring sensitivity to food and nutrition security needs.
Capacities of Governments, EU Delegations and Headquarters, as well as other actors involved in the social transfers sector for policy design, programs and projects identification and formulation shall be improved.
Furthermore, public and social transfers related knowledge, based on evidence and objectively verifiable indicators, are to be strengthened, disseminated and able to support decision-making processes.
Qualifications: General professional experience
  • At least 10 years professional experience, covering the formulation and/or implementation and/or evaluation of policies, programmes and projects, notably in the area of social transfers related to food security and nutrition.
Specific professional experience
  • S/he shall have 5 years of experience related to EU development policy.
  • Good knowledge of EC development cooperation programmes and project cycle will be considered as advantage.
  • S/he shall be familiar with the international and EU policies, institutional arrangements and strategies related to social transfers.
  • S/he shall be familiar with the latest developments in the field of social transfers, with special emphasis on food and nutrition security related social transfers, including relevant national policies and latest international development in the field of social transfers (including research issues).
  • She/He should have a successful track record of working on strategic documents as well as experience in designing, managing and monitoring of thematic studies in the social transfers/protection sector.
  • The expert should have a good capacity to compile analyse and present lessons learned, with possible policy implications.
  • S/he should have a strong network and contacts in the development and humanitarian realm in the field of social transfers related to food and nutrition security.
  • Excellent command of French and/or English and working knowledge of the other language. Knowledge of Spanish, Portuguese and Arabic would be considered an asset.
Additional requirements
  • A previous experience of at least five years as team leader is mandatory.
  • Familiarity with providing technical assistance in this field to EU
  • Delegations would be an asset.
  • Experience in monitoring and evaluation systems: design, implementation, reporting would be an asset.
  • Experience in sustainable agriculture, public finance management, disaster risk assessment and management will be considered an asset.
Time frame
Start date: 1st January 2015
Period of implementation of the contract: 48 months
Input from Team Leader: 150 days per year
The Team Leader shall work remotely and shall have regular meetings through the year with the project manager in Brussels, as well as visits to DCI countries for seminars or support to EUDs and partner countries. He/She will be available for at least two annual meetings in Brussels with the DEVCO project manager in charge of the contract and stakeholders from relevant EU services.
