Purpose of the Position
Under the general guidance and direction of the Senior Adviser, PARMO, NY Office, the incumbent is to conceptualize, plan, implement, monitor and evaluate an advocacy and communication strategy. The strategy will enhance UNICEF's outreach to donors partners in an increasingly competitive and complex aid environment where partners are seeking quality and transparent results reporting to drive sustainable funding. Lastly, the incumbent is to enhance PARMO's support to field offices, where several donors partners are devolving funding decisions to and where there is a need for smart communication tools on donor intelligence and advocacy on funding priorities and donor key policy issues such as value-for-money, transparency, etc.
Key Expected Results
- ontinuously develop and realize PARMO's advocacy and communication strategy for quality resource mobilisation and leveraging, through close coordinating with donor-engagement colleagues and donors partners directly, as well as through appropriate donor research and intelligence.
- Lead PARMO on communication and advocacy public sector resource mobilization messaging and guidelines such as on Regular Resources, soft earmarked funding, donor
recognition, leveraging of resources for children issues, etc.
- Produce advocacy and communication materials, including the Compendium of Contributions, the Regular Resources video and advocacy materials for the UNICEF Pledging Event during the 1st Regular Session of the Executive Board, and inputting into institutional and divisional reports, as well as drafting and editing of key messages, and coordinating with DPS and field offices on improving donor quality reporting.
- Maintain and innovate PARMO's Intranet and Internet sites, with the latest and most targeted messages for resource mobilization and partnership building with donors as well as capacity building of UNICEF field office colleagues. Modernize PARMO's resource mobilization through new digital tools and social media for communication and dissemination of donor partner intelligence and key advocacy materials. Leveraging of PARMO's iCON for dissemination of the division's work as appropriate. Advise and recommend PARMO colleagues, ROs, COs on the effective use of digital and knowledge management tools. Collaborate with DOC as required.
- Management: identify, recruit and supervise technical resources and consultants, as necessary, for the above.
- Other as may include preparing communication and advocacy materials for donor meetings, media engagement during visits to donor capitals or joint field visits with donors, organizing joint events with donors, etc.
Qualifications of Successful Candidate
- Advanced university degree in Communications, Journalism, Public Relations or a related field.*
- Five years of relevant work experience in communication, print and broadcast media, or interactive digital media.
- Fluency in English and another UN official language required.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
