EXPRESSION OF INTEREST: REVISION OF THE NATIONAL STANDARDS FOR ROAD CONSTRUCTION.
Botswana Road Design Manual (BRDM) and Standard Specification for Road and Bridge Works (SSRBW)
VOLUME 4: DESIGN OF BRIDGES, CULVERTS AND OTHER ROAD STRUCTURES; TENDER No.: MTC 240/5/9/2014-2015(1)
It is the intention of Roads Department to revise and update the old BRDM and the SSRBW that has been in service for more than 28 years. The project comprises of two main components, namely the:
• The revision of the BRDM, and
• The revision of the SSRBW
It is envisaged that the BRDM will comprise of 5 volumes as follows:
- Volume 1: Road Types and Geometric Design
- Volume 2: Materials and Pavement Design
- Volume 3: Hydrology and Drainage
- Volume 4: Bridges, Culverts and other Road Structures
- Volume 5: Road Markings and Road Furniture
The revision of the BRDM and SSRBW will not be interim versions, but Final Documents that will become the National Standards for Road Works and will be taken into use immediately after being launched at a dissemination seminar.
A consultant or a team of consultants herein referred to, as the Consultant is required to undertake activities necessary to compile VOLUME 4: DESIGN OF BRIDGES, CULVERTS AND OTHER ROAD STRUCTURES. The overall objective of the Consultancy services is to revise Chapter 8 Bridges in the present BRDM of 1982 to a single volume called Volume 4 –DESIGN OF BRIDGES, CULVERTS AND OTHER ROAD STRUCTURES.
The Consultant shall arrive at an appropriate Design of Bridges, Culverts and other Road Structures Manual for Botswana that also have to address the This Manual is intended to cover the design of different types of highway bridges and culverts and is aimed at the achievement of acceptable levels of probability so that the structure being designed will remain fit for the required purpose during some reference period, with its intended life taken into consideration. The ultimate aim is to optimise past experience in terms of road Bridges in Botswana that will be used to aid practitioners on the standards that can be achieved within social, environmental, economic and other constraints using best local, regional and international practice.
A Steering Committee (SC) appointed by Roads Department will be the responsible body for the revision of the National Standards for Road Works. The appointed Consultant will work under the guidance/advice of a Working Group appointed by Roads Department which reports directly to the Steering Committee.
Interested Consultants, that must be PPADB registered, are requested to, in not more than 1000 words, say what you understand of the assignment. If short-listed, you will thereafter be asked to attend a short meeting where the ToR will be presented and clarifications given, if any. Consultants that wish to submit proposals must attend this workshop/clarification meeting. The Consultants that still wish to submit proposals may then collect the Terms of Reference for tendering.
In case of Joint Ventures between two or more Consultants, one Consultant must be named as a Lead Consultant and be Botswana PPADB registered, However, the Lead Consultant may form associations or joint ventures with other registered consultants from the region or elsewhere prior to the submission of the expression of interest, but all Consultants in the joint venture will be held jointly and severally responsible for all aspects of the Consultancy.
The Lead consultant must provide at least 50 % of the man month input of the key staff (excluding support staff) and will remain responsible for the overall execution of the services and accountable for the work of the associate consultant.
The Steering Committee (SC) for the revision of the BRDM and SSRBW decided in the first SC meeting (7th November 2005) that an already appointed Lead Consultant for a Volume in the BRDM cannot again be appointed as a Lead Consultant for the remaining BRDM Volumes including SSRBW. However, he may enter into a Sub-Consultant Agreement in a joint venture approach for any of the remaining BRDM volumes and SSRBW.
The selection criteria to be short-listed are as follows:
Responsiveness to the Requirement of EOI
- Submittal is clear, concise and complete - Must score a Yes.
- Contents are related to the project.
Firms’ Project Related Experience
- Firms’ experience in Southern Africa.
- Firms’ experience in Botswana.
- Firms’ experience on similar projects or detail design projects- Must score a Yes.
Firms’ understanding of the Task
- Experience relevant to Bridge Planning, design & maintenance
- Manpower resources.
To be qualified for a short listing the firm’s must obtain at least six (6) Yes out of seven (7)
The closing date for submission is THURSDAY 31ST JULY 2014 to the Board Secretary Ministerial Central Tender office before 0800 hours.
