The Government of Botswana (GoB) intends to develop a robust National Air Quality Management Framework and to upgrade the current Air Quality Monitoring System. The intention of the Department of Waste Management and Pollution Control (DWMPC) is to bring the monitoring system to meet the country’s current and future needs.
1.0 Background
Since the early eighties the Government of Botswana progressively established twenty two (22) Ambient Air Quality Monitoring Stations strategically placed countrywide and equipped with state of the art real time air quality monitoring equipment. The network is aimed at supporting the National Air Quality Management Programme in generating the ambient air quality data needed under this programme. The monitoring stations are located at key designated areas identified as hot spots. However, the situation has changed from the original setting in many respects due to increasing developments and new industries being set up.
In recent years Botswana has been experiencing a significant growth in the mining, energy, transport, textile, and other manufacturing sectors. This growth is associated with emission of pollutants, with potential of causing adverse impacts on human health and the environment. These changes have compelled MEWT through DWMPC to assess the adequacy of the existing National Air Quality Management Programme that was developed in the eighties in view of a more robust National Air Quality Management Framework that will take into consideration current and future challenges when addressing and managing ambient air pollution including identifying strategies and methodologies for reducing emissions at source.
2.0 Objectives of the assignment
(i) Undertake situational analysis of the current air quality monitoring programme to identify gaps and challenges that needs to be addressed.
(ii) Identify air quality-monitoring program needs to address existing air quality related and forthcoming challenges and capacity gaps.
(iii) Define the goals and objectives for addressing existing air quality related problems, and outline that projected for the near future.
(iv) Define specific strategies required for successful air quality management including:
• resource strategies to deal with the organisation and responsibilities, capacity building and incentives
• actual monitoring, modelling and use of information related to the air quality management system and overarching environmental strategy in which the goals and objectives of the national air quality management programme are defined.
(v) Develop a robust National Air Quality Management Framework to guide the implementation of the air quality-monitoring program with clearly defined roles for all key players
(vi) The assignment is expected to be completed within 3 to 4 months.
The Department of Waste Management and Pollution Control now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are:
(a.) Qualified to perform the services through submission of brochures and a clear project outline indicating understand of scope of work by consultants.
(b.) Description of similar assignments undertaken ,
(c.) Experience in similar work conditions,
(d.) Availability of appropriate skills among staff including presence of locals in
the team of experts etc.
(e.) Provision of at least three references on similar work carried out, experience on works carried out in the region is an added an advantage.
(vii) Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with Quality and Cost Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published May 2004, revised October 2006 and May 2010
DWMPC will shortlist (pre-qualify) consultants based on assessment of the received expressions of interest. Short listed service providers would be invited to tender for the required services by responding to a detailed Request for Proposal (RFP).
