Social Transfers and Post-crises Expert
We are looking for a Social transfers and post-crises expert to provide advisory services to the EC Technical and Advisory Services for Social Transfers project.
Project Description
The overall objective of the project of which this contract will be a part is to increase the impact, quality, sustainability and coverage of public transfers to address food insecurity in partner countries and promote their orientation towards social transfers scope ensuring sensitivity to food and nutrition security needs.
Capacities of Governments, EU Delegations and Headquarters, as well as other actors involved in the social transfers sector for policy design, programs and projects identification and formulation shall be improved.
Furthermore, public and social transfers related knowledge, based on evidence and objectively verifiable indicators, are to be strengthened, disseminated and able to support decision-making processes.
Qualifications: Minimum requirements
  • A master's degree in agriculture, food security, economics, politics and/or other related fields or an equivalent 5 years additional relevant professional experience in the areas related to the assignment.
General professional experience
  • At least 10 years professional experience, covering the identification, formulation and/or evaluation of policies and strategies in the area of agriculture and food security including emergency and humanitarian programs, linking relief rehabilitation and development (LRRD) and food crises management.
Specific professional experience
  • S/he shall have at least 3 years significant experience in capacity development, social transfers research, implementation, facilitation and training.
  • Specific expertise in the use of social transfers in the management of food crises and their phasing out in developing countries is required.
  • S/he shall be familiar with the latest developments of national and international, including EU, policies and programmes in the field of social transfers, nutrition, food security and humanitarian interventions during and after food crises.
  • S/he shall have a good knowledge of EC development cooperation programmes in the field of social transfers.
  • S/he must have excellent drafting and oral presentation skills in both English and French.
Additional requirements
  • Experience in monitoring and evaluation systems: design, implementation, reporting would be an asset.
  • Familiarity with providing technical assistance in field related to the assignment to EU Delegations would be an asset.
  • Familiarity with the design and implementation of safety nets will be an additional advantage.
  • Knowledge of Spanish, Portuguese and Arabic would be considered an asset.
  • Familiar with the EC project cycle management.
Time frame
Start date: 1st January 2015
Period of implementation of the contract: 48 months
Input from Expert: 70 days per year
The Expert shall work remotely and shall have regular meetings through the year with the project manager in Brussels, as well as visits to DCI countries for seminars or support to EUDs and partner countries. He/ She will be available for at least two annual meetings in Brussels with the DEVCO project manager in charge of the contract and stakeholders from relevant EU services.
