Organizational Setting and Reporting
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of Multilateral Fund (MFS) for the Implementation of the Montreal Protocol is dedicated to reversing the deterioration of the Earth's ozone layer. It was established in 1991 to assist developing countries to meet their Montreal Protocol commitments in complying with the control measures of the ozone-depleting substances. The Fund Secretariat in Montreal assists the Committee in this task. The Secretariat is administered by UNEP (www.multilateralfund.org). This post is located in UNEP/MFS at the Montreal duty station. Under the overall supervision of the Senior Administrative and Fund Management Officer, the incumbent will perform the following functions: Responsibilities
  1. Recruitment and placement: Participate in the selection of candidates for the secretariat; Assist in the filling of posts, including follow-up on reference checks and academic verifications; Schedule and coordinate entry tests for secretarial/clerical positions at the Montreal duty station; Oversee the maintenance of job opening files and tracking status of job opening; Review and process personnel actions through Integrated Management Information Systems (IMIS) as needed for short term appointments; Advise staff on visa matters.
  2. Administration of entitlements: Monitor issues on conditions of service of staff and advise the supervisor of any developments.
  3. Staff development and career support training: Assist in the development of career development programme; Assist in the organization and conducting of training courses and workshops.
  4. Classification: Provide advice and answer general queries on classification procedures and processes; Assist in providing documentation and background materials relating to classification appeals.
  5. General; Undertake research on a range of HR related issues and prepares notes/reports; Conduct research on precedents, policy rulings and procedures; Supervise the compilation and preparation of statistical reports on HR related issues; Assist in the preparation of information circulars for HR related issues; Assist separating staff in final arrangements; Provide general office support services; Process, draft, edit, proofread and finalize for signature/approval, a variety of correspondence and other communications; Set up and maintain files/records (electronic and paper); Schedule appointments/meetings; Monitor deadlines, etc.; Prepare written response to queries concerning Human Resource related matters; Train and provide supervision to new and lower-level staff in the unit; Perform other duties as required.

Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments; Adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.
Education
High school diploma or equivalent required. Supplemental training in administrative fields and Human Resources Management is required.
Work Experience
Ten years of progressively responsible experience, including at least three years within the United Nations system in human resources management, administrative services or related area. Extensive knowledge of UNON HR functions required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of French is an asset.
