THE CONSULTANCY
One of IDLO’s Institutional aims in its 2013-2016 Strategic Plan is to strive to become a center of excellence for technical assistance and capacity development. IDLO has built a strong reputation for capacity development and developed a distinct methodology for adult learning. In order to further improve and expand its work, the organization decided to undertake a review of its capacity development competencies.
IDLO seeks a short-term Capacity Development Specialist to conduct an audit of IDLO’s Capacity Development approach in its programmatic work and provide recommendations for the future.
The Specialist will report to IDLO’s Director of Programs, and will be responsible for the following activities:
- Desk review of IDLO capacity development activities including proposals, donor reports and project evaluations;
- Interview IDLO staff, counterparts and training participants via phone/Skype/email and in person as appropriate, supported by online surveys/questionnaires;
- Field visits to selected project offices including post conflict and unstable locations;
- Analyze the international discussions on Capacity Development and the way other international actors in the field of the Rule of Law -or with a similar mandate to IDLO’s operate, to include the relevant experiences in the recommendations for IDLO’s future work.
Deliverables
- Prepare a Report providing:
o Detailed overview of IDLO’s current processes and tools in terms of capacity development across the spectrum of IDLO’s programmatic work, including concrete examples;
o Assessment of the extent to which the above is in line with international best practices in capacity development in terms of processes and tools, bearing in mind IDLO’s overall strategy, type of programmatic work, available resources, and status as an IGO.
o Analysis of experiences from other international actors operating preferably in the rule of law field and recommendations of approaches relevant for IDLO.
- Based on the results of the report, develop best practice notes, guidelines, tools and capacity development material tailored to different contexts and beneficiaries, for use in IDLO’s programmatic work.
- Prepare a document to present IDLO’s capacity development strategy for external use.
IDEAL CANDIDATE PROFILE
Education
- University degree in relevant field.
Experience
- Minimum of 10 (ten) years of experience at the international level in capacity development processes and tools for programs in developing and/or post conflict countries.
- Experience developing capacity development programs in the legal field is an asset.
Language
- Strong professional oral and writing skills in English. Knowledge of at least one other language (French/ Spanish/ Arabic/ Portuguese) is desirable.
Technical competencies
- Demonstrated knowledge of capacity development best practices for programs in developing and post conflict countries.
- Demonstrated knowledge of innovative capacity development tools and techniques; excellent analytical, critical reasoning and problem solving skills.
- Strong planning, organizing and time-management skills; ability to adhere to tight deadlines.
- Excellent research, communication and writing skills.
Behavioural competencies
- Ability to undertake travel to project offices including unstable and/or post conflict countries (if required).
- Openness to change and ability to work in transitional and complex organizational situations.
- Keen sense of ethics, integrity, and commitment to IDLO's mandate.
