PRINCIPAL PROCUREMENT OFFICER I

VACANCY CIRCULAR NUMBER 8 OF 2014 

Applications are invited from suitably qualified citizens for the following vacancies tenable in the Department of Corporate Services - Ministry of Finance and Development Planning

SALARY: D2 P218 592 per annum

LEAVE: 30 working days per annum

BENEFITS: (a) - Optional contributory Medical Aid Scheme (Government contributes 50% and employee contributes 50%).

(b) - Contributory Pension (Government contributes 15% and employee contributes 5% of salary).

QUALIFICATIONS

Candidates should have at least a Degree in Strategic Supply Chain Management or Business Administration or Chartered Institute of Purchasing and Supply level 6 or any other related field.

EXPERIENCE

A minimum of 10 years post qualification experience in Purchasing, Supply and Materials Management, two (2) of which should have been served as Principal Procurement Officer II.

MAIN PURPOSE OF THE JOB

To facilitate formulation of tender contracts between suppliers and the Ministry as well as provide advice on compliance to procurement regulations and guidelines.

DUTIES

Among others;

• Advises the Ministry on stock range of different quantities of supplies to ensure that adequate stocks are held to meet the demand.
• Monitors contractual agreements to ensure compliance, recommends amendments and extensions to contracts and advises on contractual rights and obligations.
• Facilitates bulk procurement of supplies to ensure compliance with local procurement programme.
• Conducts market research to ensure that advertised specifications are aligned to the new product developments.
• Analyses material and equipment losses; investigates losses; discusses findings with management; recommends policy and procedure changes; prepares and coordinates the implementation of changes.
• Authorises purchases orders of authorised limit and submits exceeding amount to the supervisor for approval.
• Authorises disposal of obsolete/unserviceable goods.
• Manages the inventory of Ministry’s assets.
Undertakes any other related duties as may be assigned by management.
