"Mid-term review of the 'Empowerment of Non-State Actors in Botswana' (ENSA) Component I"
DESCRIPTION OF THE ASSIGNMENT
  • Global objective
    The global objectives of the assignment are to provide the Government of Botswana (GoB) and the European Commission with sufficient information to make an informed judgment about the mid-point performance and impact of the 10th EDF ENSA programme, and make recommendations for any necessary modifications to the project scope for the remainder of the project. 
  • Specific objective(s)
The specific objective is to evaluate the programmes' on-going implementation status.  The review will assess project performance and the implementation of planned project activities and planned outputs against actual results.  It will focus on corrective actions needed for the project to achieve maximum impact.  Particular attention should be paid to the impact of the programme based on its proposed objectives.  Review findings will feed back into the project management process

EXPERTS PROFILE or EXPERTISE REQUIRED
  •  Expert Category I:
    Minimum requirements:
      •    Education at least Master's Degree in development economics or international development or project management, or in any discipline relevant to the assignment.  In the absence of a University Degree stated above, 12 years of equivalent professional experience, above the general professional experience fixed below, are required in the area of governance and home affairs.
General Professional Experience
  • At least 12 years' experience in sectors related to Civil Society Organizations and Development.
Specific professional experience:
  • 10 years' professional experience in evaluation of projects and programmes, of which 5 years' experience as team leader.
  • Demonstrated practical experience in conducting mid-term reviews for EDF-funded projects.
  • Experience in identification and formulation of EDF-funded projects is essential.
  • Experience in monitoring Civil Society empowerment programmes with particular emphasis on capacity building and grants in the Southern African Region is considered a distinctive advantage.

  • Strong communication and interpersonal skills
  • Advanced computer skills
  • Strong report and proposal writing skills
    Language skills:
  • Proficiency at written and spoken English.
