This request for expressions of interest follows the General Procurement Notice for this project that appearedin dgMarket on July 6, 2011 The Government of Botswana has received financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of Botswana National AIDS Prevention Support Project and intends to apply part of the proceeds to engage a consultancy firm to Undertake Terminal Evaluation of Botswana National AIDS Prevention Support.

INTRODUCTION:

The government and its partners has continued to implement a multi-sectoral strategy to HIV/AIDS interventions, the National Strategic Framework II (NSF II) for HIV/AIDS (2010–2016). The Botswana National HIV/AIDS Prevention Support (BNAPS) Project is a collaborative effort between the Government of Botswana and the World Bank/International Bank for Reconstruction and Development (IBRD).

The Project focuses on streamlining and strengthening the ability of key HIV/AIDS interventions that prioritize prevention, treatment, care and support, creation of an enabling environment, psychosocial support and impact mitigation in addition to strengthening the coordination and management of the National Response to deliver important outputs, outcomes and impacts. A key achievement of this Project was the development of a Performance Based Financing system that enhanced the Project’s ability to deliver high volume, high quality, cost-efficient (value-for-money) and verifiable HIV/AIDS interventions.

NACA is in the process of identifying potential consulting firms for the “Consultancy to Undertake Terminal Evaluation of the Botswana National AIDS Prevention Support Project”.

BACKGROUND:

In view of deep-rooted human development challenges associated with the HIV/AIDS epidemic in Botswana, particularly the continued spread of HIV and the costs of preventing and treating the disease, the Government of Botswana requested support from the IBRD. This support was delivered as the BNAPS Project as approved on July 10, 2008 and became effective on June 30, 2009. In its current design, the BNAPS Project is scheduled to close on September 30, 2014.

The Project was conceived with three core components, namely: a) Component One – Support to NACA; b) Component Two – Public Sector Ministries; and c) Component Three – Civil Society Organizations (CSOs)/Private Sector. Component three is where the bulk of project implementation takes place. As a result, it was allocated the majority of the Project funds, essentially reflecting the importance of the CSOs in the achievement of Project objectives. In this component, the BNAPS Project makes resources available to civil society and the private sector, focusing on initiatives in line with the NSF.

Botswana National HIV/AIDS Prevention Support (BNAPS) Project has been designed to address some of the strategic and implementation gaps such as a focus on prevention as a national “survival strategy”. The project flagship design was the enhancement of overall program efficiency while continuing to focus on prevention.

The BNAPS Project additionally has been developed to support and catalyze the implementation of the National Operational Plan for HIV and AIDS 2012 – 2016 by aiming to achieve measurable progress through emphasis on improving the technical and financial efficiency of the national response

PROJECT GOALS

The BNAPS project terminal evaluation will assist the Government of Botswana asses the level of increase in the coverage of evidence-based HIV/AIDS prevention interventions. The evaluation will further asses the efficiency of delivering such targeted services and their sustainability.

SPECIFIC OBJECTIVES

The terminal evaluation will seek to:

1. To assess the extent of National response coordination, M&E system strengthening in NACA and its partners and performance of NACA in managing targeted technical interventions in participating Ministries and other agencies
2. To assess the extent of fiduciary management system strengthening in NACA and its partners
3. Assess BNAPS performance and achievements in terms of output indicators against targets described in the Project Appraisal Document and output to purpose (outcomes)
4. Review project implementation
5. To undertake cost-effectiveness Analysis of delivering targeted prevention services using BNAPS project model as a delivery vehicle versus the regular National response

DURATION OF CONSULTANCY:

The performance period of the “Consultancy to Undertake Terminal Evaluation of the Botswana National AIDS Prevention Support Project” shall be limited to between July 01, 2014 and August 31, 2014. All technical and administrative undertaking should therefore be concluded within this time period.

NACA now invites eligible consultancy firms or organisations to indicate their interest in providing the services.

Interested consultancy firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments in HIV and AIDS prevention and impact mitigation and public health programs, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms or organisations may associate to enhance their qualifications.

Selection of the Consultants will be done in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published in May 2004, revised October 2006 and May 2010.

SUBMISSION DETAILS:

The expression of interest must include the following documentation:

1. Profile indicating core areas of expertise and experience and availability of appropriate skills among staff.
2. Evidence of past successful experiences (names of projects, role in the project, contact persons, country of use) in supplying similar type of consulting services.
3. Evidence of local knowledge, cultural sensitivity and ability to work in Botswana, particularly at the district level with CSOs and local communities.
4. Evidence of knowledge about the workings of HIV and AIDS interventions, particularly as elaborated in the Botswana’s Second National Strategic Framework for HIV and AIDS 2009 – 2016 (NFS II).

SUBMISSION DEADLINE:

Clearly marked “Expression of Interest to Undertake Terminal Evaluation of the BNAPS Project” must be delivered to the address indicated below before 16.00 hours, local time, on Friday, 23rd May 2014. These must be deposited in Room no 005, Ground Floor, at the address below. All Expressions of Interest received after this time will not be considered.
