The Ministry of Trade and Industry seeks the services of highly motivated, experienced and self driven citizens of Botswana to fill the following vacant positions.
MAIN PURPOSE OF THE JOB:
To direct in the day to day administration and management of the Research and Policy Unit and also ensure effective and efficient performance of the Unit.
QUALIFICATIONS:
A Bachelor’s Degree with majors in Economics and Statistics. A post graduate qualification in these areas will be an added advantage.
EXPERIENCE:
10 years experience in a related field and must have published journal articles or chapters in books or books on research undertaken.
KEY PERFORMANCE AREAS:
• Plans, organises and leads in all activities of the Unit;
• Initiates long term strategic planning for the Unit, determines priorities and directs resources accordingly;
• Carries out general supervisory responsibilities in accordance with the organization’s policies and laws such as interviewing, training employees, appraising performance, disciplining employees, addressing complaints and resolving problems;
• Coordinates and monitors budget requirements by consolidating and verifying information obtained from the department and facilitates budget utilization;
• Develops responses to Parliamentary questions;
• Assesses personal knowledge and skills against job specific competencies to identify development needs and priorities;
• Motivates and encourages the staff to be responsible and self-propelling in their daily duties;
• Identifies staff skills gap and determines relevant development programme(s);
• Translates strategies into action plans and sound policies that support the needs of the Department;
• Prepares Cabinet and policy papers on different subjects, as necessary;
• Provides mechanism for decision-making and problem solving based on careful economic and strategic analysis;
• Provides leadership and technical support for research and policy analysis as well as writing skills to the Research Unit;
• Establishes links with Ministry Departments and Parastatal organisations to ensure that research is conducted in relevant policy areas;
• Ensures that a quality Ministry Journal is published quarterly;
• Provides public education through dissemination of research results, publications and commentary on the impact of Botswana’s Economic Policies and Strategies;
• Serves on technical committees and reference groups of the Ministry’s studies and projects;
• Liaises with the Trade Policy Advisor, Economic Consultant and the Chief Negotiator in the provision of policy research, analysis and advice to the Ministry;
• Approves and submits proposals on Departmental Recurrent and Development Budget estimates;
• Ensures maintenance of professional standards, integrity and ethics in the execution of the Department’s duties and responsibilities.
