One (1) Category 1 expert, required for 120 man days, with the following qualifications, experiences and skills:
A Masters Degree in Public Health, Economics, Development studies, Social Sciences or equivalent;
A minimum of 12 years' general experience related to this assignment;
Experience in South Africa would be an added advantage;Knowledge of EU approach to budget support;
Excellent command of English;
Ability to work co-operatively and effectively in a multi-cultural environment.
Requested Services
Review and strengthen current programme management arrangements for the EU’s assisted Primary Health Care actions in South Africa in line with EU-SA financing agreement.
Support the work of the office of the Chief Operating Officer (COO) and other relevant directorates in their role for coordination, monitoring and reporting on the Primary Health Care Sector Policy Support Programme.
The expert will conduct the following activities:
Provide hands-on support to the project staff in the NDOH involved in EU supported actions when necessary.
Prepare templates and mechanisms to streamline reporting of progress and constraints when necessary.
Identify areas of technical support to overcome constraints in the delivery of the PHC actions and mobilize technical resources where possible.
Participate in working meetings to be organized with/by the relevant stakeholders and project managers for the EU support.
Provide guidance and ensure that payment requests and project reports developed are in full compliance with the rules, requirements and formats of the National Treasury, and in line with the Financing Agreement of the programme.
Required Output
More efficient programme management of the EU support to Primary Health Care, with results and reports on progress delivered according to agreed timetables.
Capacities in the office of the Chief Operating Officer (COO) and in other relevant directorates are enhanced in terms of monitoring and evaluation, and reporting on the Primary Health Care Sector Policy Support Programme.
