Communications Advisor for the New York Desk

Doctors Without Borders/Médecins Sans Frontières (MSF) is an international independent medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural and man-made disasters, and exclusion from health care in more than 60 countries. When medical assistance is not enough to save lives, MSF will speak out against abuses its teams witness while providing medical relief.
I. Purpose of the Job:
The Communications Advisor is in charge of guiding operational communication for the Operational Center Paris’ (OCP) New York Desk countries (currently, Ethiopia, South Sudan, Sudan, and Chad) and projects. He/she supports Desk and Field teams in defining long term strategies as well as contingency plans, anytime a crisis/ event might occur in the field. He/she shall facilitate external communication with the media as well as internal communication between the desk, the field, MSF USA, OCP and other Operational Centers for issues/topics pertaining to NY Desk operations.
II. Essential Functions and Responsibilities:
1) Design and follow up of Communication Strategies for each Desk Country The NY Desk Communications Advisor (defined as NY Desk CA) should carry out discussions at field, desk and intersectional levels aimed at assessing communication needs and opportunities, and designing appropriate communication strategies for each Desk country. These communication strategies should take into account all aspects of MSF operational communication (acceptance, visibility at local and international level, advocacy/leverage,temoignage), priorities in the country and for the organization at global level. It should include clear objectives and define necessary means.
The NY Desk CA shall liaise with other Operational Center Communications Advisors to maintain as much coherence as possible in front of external audiences and local populations. He/she will also share the coaching and management of the intersection communication officers (currently in South Sudan).
The NY Desk CA should regularly follow up the implementation of these strategies and report progress/difficulties to the Desk Manager and MSF OCP Communication Coordinator.
2) Media management/analysis The NY Desk CA should closely monitor the way contexts evolve/MSF operations are reported in the Press for each Desk countries. He/she shall alert relevant Desk/Field and Communications members anytime an issue might/has come out in the press and provide guidance on how to handle it.
In parallel, the NY Desk CA is the entry point for any media requests/media field visits for NY Desk operations. The CA should assess the relevance of the requests in line with the communication strategy and provide all necessary information to the Desk Manager/ Head of Mission so that they can take they can take their decision. He/she liaises with journalists to organize visits/ interviews and brief team members (both at Desk and Field level) prior to interviews/ field visits.
3) Support to field operations
The NY Desk CA provides communication support to field teams whenever required by field teams and agreed by the Desk Manager. The NY Desk CA will regularly visit the field to assess communication needs, better understand the media environment, define communication priorities with the field and coordination teams, train and coach field teams and document MSF activities. At the time of emergencies, the NY Desk CA may to go to the field to support teams to collect information, draft communications content, and handle media requests and visits. The NY Desk CA shall put Head of Mission (HoM)/Project Coordinators in touch with relevant journalists at field level and make sure to keep an updated list of contacts in case anything arises in the future. He/she directly briefs/debriefs expatriates coming and returning from/to the field about “good communication practices” or makes sure they receive any relevant guidelines.
4) Material production
The NY Desk CA drafts Press Releases, Web Updates, Articles, and Interviews about MSF OCP operations in the NY Desk countries. These productions shall be in line with the agreed communications strategy while following the required validation process.
In addition, the NY Desk CA should collect multimedia material (photos, videos, sounds) at each field visit in order to produce contents for MSF communications network, context permitting. He/she contributes to the production of communication content on transversal medical issues. The NY Desk CA can be asked to contribute to other MSF productions (Annual report, Newsletter, Websites Donor Magazine, Fundraising documents, Advocacy campaigns, HR recruitment material, Intersection initiatives…)..
5) Internal communication
The NY Desk CA is in charge of producing operational update for MSF OCP internal briefings (Transmission, Borderline, OCP Portal). He/she should also facilitate internal communications initiatives (brown bag lectures, news updates) within the MSF-USA office.
6) Communication with institutional donors
The NY Desk CA coordinates with Desk Manager and relevant contacts in the Paris office to edit proposals and reports related to institutional funding.
7) Coordination of Desk advocacy initiatives
Liaises with Desk and MSF advocacy teams (Access Campaign, International Office, Program Unit…) and participates in Desk representation towards external interlocutors (UN, Governments, US administration, Diaspora, other NGO…)
The Desk CA should also be able to act as a MSF spokesperson when needed.
III. Qualifications, experience and skills:
  • University degree in communication, journalism, international relations or political sciences, or experience in related area.
  • Minimum of 1 year experience with MSF (preferably with some field experience) or 1 year of field communication experience with another humanitarian organization.
  • Fluency in spoken and written French and English.
  • Excellent writing, editing, and proofreading skills including ability to synthesize complex and sensitive material accurately to produce articles for publication.
  • Strong interpersonal skills and the ability to work as part of multiple teams.
  • Ability to be autonomous and work with a minimum of supervision.
  • Excellent judgment and diplomacy.
  • Ability to prioritize ongoing vs. immediate needs appropriately.
  • Ability to handle a large volume of work.
