Mid Term Evaluation objective:
The Mid-Term Evaluation (MTE) has been foreseen in the Technical and Administrative Provisions of the project’s Financing Agreement (FA) N° RAA/FED/023-213. The overall objective of the Mid-Term Evaluation is to assess the progress achieved so far, identify strengths, weaknesses and constraints encountered, and draw key lessons and recommendations that will inform future support and actions that need to be taken to improve implementation in order to achieve the expected results within the remainder of the implementation period and the available resources
This evaluation should focus particularly on how institutional support and capacity development provided by the programme benefits SADC and facilitates the implementation, institutionalization and management of the institutional reforms. Specifically, the MTE will assess the efforts and performance of the programme prior to its completion with the intention of improving performance of this and forthcoming operations. The Mid-Term Evaluation will utilize the five evaluation criteria endorsed by the OECD-DAC (relevance, effectiveness, efficiency, sustainability and impact), and to the EC-specific evaluation criteria (coherence and EC added value).
Qualifications/professional experience:
- The expert must have a Master's Degree in the field of public administration development or equivalent subject area or an equivalent relevant professional experience of at least eight years above the general and specific professional experience required below.
- At least 10 years of relevant working experience in public administration, institutional development and capacity development in less developed countries at management level;
- Professional experience in the evaluation of public administration support and capacity development programmes and projects;
- Solid understanding of EDF rules and procedures;
- Extensive knowledge of policy, planning, human resources, risk management, Governance structures, and monitoring and evaluation of development programmes and projects;
- Working experience in regional economic communities such as SADC would be an advantage;
- Working experience in the SADC region would be an advantage;
- Excellent report writing capability;
- Fluent in spoken and written English.
The expert is expected to start with the consultancy on 2 October 2014.
