VACANCY CIRCULAR NO. 8 OF 2016
1. PRINCIPAL PROCUREMENT OFFICER II
SALARY: D3 (P207 564.00 –P229 152.00 per annum)
LEAVE: 30 working days per annum
BENEFITS:
i. Contributory Pension Scheme (Government pays 15% and employee pays 5%)
ii. Optional contributory Medical Aid (Government pays 50% and employee pays 50%)
QUALIFICATIONS:
Candidates should have at least a Diploma or Degree in Strategic Supply Chain Management, Business Administration, Chartered Institute of Purchase and Supply Level 6 or any other related field.
EXPERIENCE:
• A minimum of eight (8) years relevant experience in the Public Sector or equivalent, two (2) years of which should have been served at D4 level or equivalent.

MAIN PURPOSE OF THE JOB;
To coordinate procurement of supplies, services and works as well as management and disposal of assets for National Strategy Office in a timely and efficient manner.
DUTIES;
• Develops and maintains work programmes and schedules for on-going contracts and newly planned ones.
• Conducts market research to ensure that advertised specifications are aligned to the new product developments.
• Compiles data contained in quotations/proposals/bids to facilitate the determination of the best supplier in terms of quality, delivery time, discounts and transportation costs among others.
• Develops and maintains productive working relationships with customers and suppliers, with a focus on incorporating client specific contractual requirements.
• Analyses procurement patterns to continuously identify and take advantage of cost saving through innovative sourcing and procurement techniques.
• Supervises bulk procurement of supplies to ensure compliance with local procurement programme.
• Manages the inventory of National Strategy Office assets.
• Prepare and distribute tender documents and evaluation of bids.
• Review vender invoices, determines accuracy of charges and funding availability, summaries and allocates costs prior to management approval and processes supplies invoices for payment.
• Undertakes any other related duties as may be assigned by management.

• Implements strategies relating to public relations and media services.
• Drafts Press release and statements highlighting positive development in National Strategy Office.
• Undertakes public relations and media programme across the Department to encourage positive reporting.
• Sources information to update website content and ensure that the quality of the pages meet international standards.
• Manages Department special events and news conferences.
• Produces posters, billboards, pamphlets and other publicity materials.
• Produces corporate publications.
• Takes photographs for news stories.
• Downloads and achieve photos for news and web purposes.
• Arranges for any interview or news coverage.
• Maintains database of all printed coverage relating to the Department.
• Follows-up requests for information.
• Investigates and resolves customer queries.
• Researches on job related issues to keep abreast with latest developments.
