Applicants are invited from highly motivated and well experienced self-driven citizens of Botswana for the position of Manager Procurement – in the Ministry of Basic Education on a contract of 24 months.

BENEFITS:
i. Employment is on contract terms. Upon satisfactory completion of the contract, you will be paid gratuity at the rate of 25% of the total amount of the salary earned for the duration of the contract.
ii. Optional Medical Aid Scheme with the Botswana Public Officers Medical Aid Scheme (BPOMAS - Government pays 50% and employee pays 50%).

Bachelor’s Degree or equivalent in Supply Chain Management or a related field.
EXPERIENCE:
A minimum of twelve (12) years relevant experience, two (2) of which should have been served as Deputy Manager (Procurement) on D1 salary scale in Botswana Government, or equivalent position and duties in the Private Sector and Parastatal Organisations.
MAIN PURPOSE OF THE JOB:
To provide strategic leadership in the procurement of supplies, services and works as well as the disposal of assets for the ministry in a timely and efficient manner.
KEY PERFORMANCE AREAS:
• Coordinate and oversees the examination and development of estimates of material, equipment and service requirement
• Oversee the preparation of tender documents.
• Manage contracts with contractors to ensure expected deliverables.
• Oversee the procurement and disposal processes as well as tendering process and ensure adherence to relevant provisions of the PPAD Act and regulations.
• Initiate and direct the establishment of PPADB support structures to ensure compliance of the Ministry with the statutory requirements.
• Initiate the development and review of policy and strategy to enhance the effectiveness of the Ministry in meeting Government’s expectations concerning public procurement and asset disposal.
• Oversee and coordinate the utilisation of the Ministry funds.
• Manage all procurement and disposal activities of procuring and disposing entity, except adjudication and award of contracts
• Implement the decisions of the Ministerial Committee.
• Recommend procurement procedures to the procuring entity.
• Maintain lists of suppliers.
• Prepare reports for the Ministerial Committee.
• Coordinate projects and liaise with the procuring entity’s departments about all other aspects of their procurement.
• Act as a procurement coordinator for the user department of the procuring and disposing entity
• Liaise with the Secretary to the Ministerial Committee to ensure that submissions to the Ministerial Committee are correct and submitted on time
• Align/ endorse contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.
• Oversee maintenance of list of approved suppliers, and evaluates supply capabilities and contractor performance.
• Coordinate the preparation of the annual procurement and disposal plan.
• Undertake any other duties as required to meet the exigencies of the service.
