Central African Republic (CAR) is experiencing a large scale humanitarian crisis, with approximately 400,000 displaced and many more affected. NRC established its country programme in February 2014 and is currently operating in 4 Field offices in the South West (Carnot), Center West (Sibut), the capital office (Bangui), and Ndélé in the Nort-Eastern part of the country.
NRC received funding from ECHO to implement a multisectoral project in Dekoa to implement Shelter, WASH and protection activities. This last component will be led by the Community Protection Project Coordinator.
The programme portfolio includes the NRC five core competencies; Food Security, WASH, Shelter, Education and ICLA (Information, Counseling and Legal Assistance). The ICLA programme focuses on Housing, Land, and Property (HLP) rights, civil documentation, and the protection those affected by displacement through advocacy, training, awareness raising, and direct assistance.
The humanitarian needs of the population are immense; with a long history of conflict and weak governance the majority of CAR’s population is severely impoverished and deprived of basic services and infrastructure. Human rights and IHL violations are also rife. Civilians have suffered a range of human rights abuses, including killings, looting and burning of villages, destruction of fields, loss of livelihoods, sexual violence and the abduction and recruitment of children.
We are now recruiting a Community Protection Project Coordinator, who will report to the Area manager in Sibut.
Job description
- Lead the development of and supervise the community protection project team
- Monitor the community protection projects and ensure high technical quality and synergies
- Evaluation, review and quality control of community protection projects
- Identify trends in conditions/standards and donor priorities and assess better ways to assist
- With the support of the Protection and Advocacy Adviser (PAA), support and train programme staff to mainstream protection and do-no-harm into their projects and activities
- Collaborate with the core competencies in the NRC Programme Department in CAR to ensure adequate and timely responses to identified needs, and where necessary organize complementary interventions
- Ensure that community protection and other project activities are implemented in close collaboration with the Area Manager(s), and in line with donor requirements and NRC procedures;
- Ensure project staff adherence to Protection tools and handbooks and other NRC policies, as well as donor regulations
- Develop partnerships in the humanitarian community and coordinate with authorities at local, and provincial level
- Stimulate synergies with other Protection partners and local actors involved in program area;
- Budget and administrative responsibility for community protection project
- Prepare applications, budgets and reports to relevant donors in accordance with deadlines and guidelines given by (Programme Director) PD and the applicable donor;
- Ensure community protection and other project activities are planned in close collaboration with the technical program departments and respective program;
- Ensure appropriate planning for Multi-Sector Assessments to be conducted in displacement/return areas in order to identify priority needs and provide/trigger off responses to identified needs;
- In close collaboration with the PAA guarantee community protection report quality and timely sharing with humanitarian community;
- Provide timely and context specific information to internal and external stakeholders
- Ensure NRC participation in the weekly protection meeting in order to present and validate field teams activity, share information and decisions taken to ensure appropriate and timely implementation;
- Together with the Area Managers ensure the alignment of community protection project interventions/activities amongst the different field teams and if necessary support the development of common guidelines and SOPs.
Qualifications
- Minimum 3 years’ experience from working as an community protection/Social cohesion/Conflict prevention and resolution Project Coordinator in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Experience with training of staff and communities
- Experience in advocacy
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Knowledge of the context in Central African Republic
- Fluency in French and English, both written and verbal
- Experience of managing ECHO, OFDA, SIDA, SDC, USAID, and EU contracts
- Skills in monitoring and evaluation
- Valid driver’s license

- CAR is a non-family duty station. Recreational and social facilities are limited, and international staff will be expected to live in shared accommodation of moderate standard.
