  1. Background/Justification
Justification
UNICEF has been supporting the Department of Basic Education (DBE) for the past 7 years to implement Sports for Development (S4D) programme as a co-curricular initiative that addresses social issues through physical activity and life-skills. S4D was designed as a school safety initiative initially to address issues of violence and learner academic performance and mitigate risky behavior amongst adolescents in the 585 most critical schools in the country. Since its inception in 2008 it has evolved to support the development of the School’s Sports Policy, teacher development through accredited training in Physical Education (PE), Youth Leadership training through the Girls, Boys Education Movement (GBEM), improve learner academic performance and develop multi-purpose playing fields.
In 2012 UNICEF together with the DBE launched GBEM Sports. GBEM Sports is a Youth and Sports leadership development programme which seeks to reduce risky behaviour amongst high school learners. GBEM Sports have 2 core activity areas, peer leaders leading weekly discussions and peer leaders organising interclass tournaments. Learners, educators, district and provincial officials participate in the programme to ultimately be awarded a prize at the National Awards in the respective categories. The Youth Leadership Programme subsequently has been extended to school sport codes, starting off with South African Schools Netball reaching over 1000 schools and 400 educators and 9000 youth leaders. The programme has begun to show results in encouraging young people take leadership roles, resilient under scrutinity
UNICEF in partnership with South African Sports Confederation and Olympic Committee (SASCOC) and its affiliates together with the Department of Basic Education (DBE) will initiate, develop and support a Youth Leadership programme nationally with specific focus in the Northern Cape Province. The programme will assist young people to become resilient, increase their self-esteem and able to contribute to the implementation of youth lead intra school sport activities.
The Northern Cape Province has significantly higher levels of social ills in comparison to other provinces in the country. Which include the third highest level of teenage pregnancy, highest level of alcohol abuse for underage drinking, highest level of male learner gangsterism and overall highest incident of suicidal attempts[1].
The aim of the partnership between UNICEF and SASCO is to mitigate and reduce incidence of high risk behaviour.
UNICEF also intends to strengthen its current support to a number of critical education districts and school sport codes throughout the country by assisting the development of youth lead districts structures.
2. Scope of Work (Work assignment)
The consultant will support partners and stakeholders with the successful delivery of the Youth Leadership Programme (YLP) within South Africa. By training educators, coaches, out of school volunteers and learners. Provide direct assistance, technical and operational advice, including monitoring programme implementation.
2.1 Purpose of the Consultancy
Under the general supervision of the Sports for Development, Education Officer and with the guidance of the Adolescent Development Specialist concerned with programmatic interventions, the appointed consultant will support partners and stakeholders to implement the YLP.
Given the magnitude and increased growth of the YLP, UNICEF seeks to require the services of a consultant that will act on its behalf to support district and school sport codes with the implementation of the YLP.
3. Specific tasks and responsibilities:
3.1 Scope of Assignment
  • Assist the DBE with the Youth leadership curriculum and it's alignment to other Social Cohesion and School Enrichment programmes
  • Assist DBE in aligning current monitoring tools to the youth leadership development objectives
  • Assist South African Sports Confederation and Olympic Committee to implement youth leadership programmes through provincial sport structures and federations.
  • Facilitate awards, district structures and camps
  • Train educators, coaches, out of school volunteers and learners
  • Assess current trends and patterns related to youth leadership development in South Africa and abroad
  • Explore opportunities for collaboration with East and Southern African Regional Youth
  • Develop online monitoring and training tools using the s4d platform
  • Conduct quarterly quality assurance site visits
4. Expected Deliverables (Outputs)
It is expected from the consultant to achieve the following deliverables as per work assignment:
4.1 31 August 2015
Conduct a desktop review inclusive of the following:
A profile of sport for development programmes implemented in the Northern Cape Province
4.2 30 September 2015
A report of all programmes and curriculum being offered by SASCOC affiliates and partners with specific focus on supporting youth development initiatives. Including:
A profile of all SASCOC programme activities including federations, clubs and school sport activities.
A profile of all structures and role players involved with SASCOC (provincial, district and school/club level).
31 October 2015
Work-plans including activity schedule, training and workshops dates for:
· Northern Cape (six districts)
· Kwa Zulu-Natal (Illembe District)
· South African Schools Netball Coaches and Youth Leadership activities
· Geluksburg community development programme
30 November 2015
Provide training and a report on 150 coaches.
Implementation schedule of the Youth Leadership with all stakeholders and partners.
31 December 2015
Provide report on National Youth Leadership S4D conference and awards
31 January 2016
Provide revise Youth Leaders curriculum for SASCOC implementation in Northern Cape (six districts) including content for online platforms
29 February 2016
Provide a report on the following:
· Training of 100 educators and coaches,
· 300 learners
· 3 District officials
· Develop a concept on East and Southern African Region Youth Exchange
31 March 2016
Site visit and progress evaluation report on the following:
· Eastern Cape (one district)
· Northern Cape (two districts)
· Kwa Zulu-Natal (Illembe district)
· South African Schools Netball Coaches and Youth Leadership activities
· Report on training and capacity building support of:
· 100 coaches
· 500 learners
· 3 District officials

Provide 11 month implementation report
Administrative and logistical support
  • Prepare background documentation and Notes for the Record with action points following each meeting and/or briefing with key partners/stakeholders
  • Assist in preparation of audio visual, PowerPoint presentations
  • Provide logistical and technical support to all communication and programmatic events
  • Provide support where delegated by supervisor
5. Desired Background and Experience
· The applicant needs to have a University Degree or Diploma in Social Sciences or Relevant Qualification and experience.
· At least 5 years’ experience working within the field of youth development at national level.
· Experience in working with government departments
· Experience working with youth and community organisations. Experience in high risk areas would be beneficial.
· Excellent analytical and communication skills, and good writing skills in the English language.
· Experience in designing and delivering sport for development youth leadership curriculum and training processes.
· Experience in managing data and programme quality assurance
