CAMRIS International seeks a local Mozambican to serve as Deputy Chief of Party (DCOP) in support of an upcoming 5-year USAID-funded Mozambique Monitoring and Evaluation Mechanism and Services (MMEMS) program, whose primary objective is the development of a comprehensive monitoring and evaluation program, which will be able to provide continued, on-the-ground support on performance monitoring, data verification, evaluation of the impact, output and outcome results and environmental compliance of USAID/Mozambique activities. MMEMS will provide consistent performance monitoring and reporting, as well as reviews of specific activities, projects and the mission portfolio as a whole on at least an annual basis. The DCOP will:
· Lead and manage all monitoring and evaluation technical work conducted throughout the life of the activity.
· He/she will plan, manage, and lead all relevant monitoring and evaluation deliverables stipulated in the SOW, including, but not limited reviewing IP’s MEPs, improving performance monitoring data, and conducting capacity building training sessions for USAID and IP staff. He/she will manage the two field offices in Quelimane and another city to be determined and be physically located in one of them, with regular oversight visits to the other.
· Where feasible, the Deputy Chief of Party will share evaluation responsibilities with the Senior Evaluation Officer (see below), including, but not limited to: design, quality development, and production of evaluations reports and any assessments, population based surveys and studies; including the design of the evaluation methodology and participatory data collection methods and protocols for both performance and IEs.
· Work with other Key Personnel, the Deputy Chief of Party to ensure that short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
The Deputy Chief of Party must have the following qualifications and experience:
· A Bachelor’s degree in the field of international relations, economics, political science, public policy, management, and/or other relevant field.
· At least 8 years of experience working on donor-funded mechanisms.
· Technical knowledge and experience in the design, implementation, and management of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
· Progressively more responsible experience in the design, management, and implementation of evaluations (impact and performance), analyses and assessments, including the dosing of the evaluation methodology, designing and implementing quantitative and qualitative methodologies, conducting population based surveys, developing participatory data collection methods and protocols, conducting data analysis, and utilizing data quality verification techniques for large development projects.
· At least five years of work experience in sub-Saharan Africa.
· At least three years of total work experience in Mozambique.
· Providing guidance in the development and updating of activity level Monitoring and Evaluation Plans.
· Experience with creating and managing performance tracking systems.
· Experience leveraging performance monitoring data for the improvement of ongoing project/activity management.
· Experience in the gender dimensions of monitoring and evaluation.
· Professional working knowledge of English; fluency in Portuguese.
· Extensive experience in report writing.
· Extensive experience in providing quality report and evaluation presentations.
· Demonstrate knowledge of USG policies related to evaluation and performance management.
Preference will be given to a Deputy Chief of Party with the following additional qualifications:
· At least three years of experience must be as a DCOP or field management experience such as Project Director or Regional Director.
· Experience working in, managing, and/or supervising a field office(s), long-term field staff and short-term U.S., third country, and local experts.
· Recent experience, within the past year, using technological innovations for M&E programming, such as tablets, smartphones, evaluation applications, etc.
· Experience using GIS as an M&E tool.
