ABOUT THE JOB:
The Promotion of Competitiveness of the Namibian Economy project is a key element in the development cooperation (DC) priority area of sustainable economic development in Namibia; it aims to provide an enabling environment for the private sector and to develop selected business sectors.
The programme component on financial systems development helps achieve this goal, in particular by improving access to and enhancing knowledge and the quality of financial services. The project’s support components are coordinated with the activities of KfW and include advisory services, training for experts and managers and local subsidies for initiatives to boost the economy.
Responsibilities:
- Advise the various partner organisations (particularly the Ministry of Finance, the Bank of Namibia and the Namibia Financial Institutions Supervisory Authority for the non-banking sector) on refining, implementing and monitoring measures relating to financial inclusion, financial literacy and enhancing competition in the finance sector. Activities focus among other things on developing financial products for small and medium-sized enterprises;
- Support the Bank of Namibia in implementing the ten-year Namibia Financial Sector Strategy, particularly in the field of monitoring;
- Use these measures to implement the project's financial systems development component and be responsible for providing Germany's contribution in this area;
- Refine existing approaches and underpin quality assurance procedures through a results-based management system;
- You will liaise between various organisations operating in the sector and assist in coordinating their activities;
- In addition to the standard management tasks (financial management, organisation, monitoring, knowledge management), duties will also include overarching specialist tasks such as participating in sector networks and conferences.
Qualifications:
- In addition to holding a university degree in business administration or economics, candidate should have specialised in financial systems;
- Fundamental knowledge of economic and employment development, working in coordination committees and advising regulatory bodies;
- Gained several years of professional experience in the field of development cooperation, including experience of working abroad;
- As well as possessing excellent coordination and integration skills, candidate should demonstrate perseverance and persuasiveness;
- Very good command of written and spoken English and also speak a second foreign language.
The positions starts as soon as possible. The contract will run until June 2017.
