The Global Human Resources Officer will act as a primary point of contact for GOAL country programmes and will also work with the Head of HR to develop and rollout global HR policies.
Humanitarian Response
- Set up and manage in the initial period the HR function of new humanitarian interventions, including but not limited to hiring HR staff and building local HR capacity.
- Assist with the development and collation of a standard HR set-up pack, including template job descriptions, employee manual and contract of employment and daily labour agreement.
- Lead the process of tailoring an employee manual and employee contracts to suit the local context, taking into account local HR practices and local employment law.
- Act as a liaison point between the international recruitment team and humanitarian team on-the–ground, defining international recruitment requirements, screening applications and interviewing as required.
- Coordinate local recruitment and staff onboarding as required by humanitarian response management.
- Build linkages with HR Managers of other NGOs on the ground to share relevant information and coordinate HR approach and staff pay strategies. Source appropriate local legal advice from an employment law specialist where available.
Field Human Resources
- Build strong relationships with national HR managers and other members of the local management team to ensure that HR advice and support is available for key HR work such as dispute resolution and handling of grievance and disciplinary issues, set-up or enhancement of key procedures for recruitment, learning and development, employee induction, performance management, compensation and benefits etc.
- Contribute to the review and development of employee manuals and contracts worldwide, ensuring that they reflect international good practice and GOAL policy as well as international and national employment law.
- Support the implementation of Global HR Policies.
- Lead the development of an internal GOAL HR network, utilizing GOALNet and new technologies to facilitate communication and knowledge and good practice sharing between HR staff in all GOAL countries.
- Assist with the rollout of the GOAL HR Information System and user support during field visits.
Resourcing
- Assist the recruitment team if required, particularly during humanitarian responses or to screen and interview francophone candidates if required.
- Maximise the effectiveness of field trips by networking in the sector and growing GOAL’s pool of potential job candidates.
- Build linkages with key GOAL staff whilst on overseas assignment, ensure they are aware of career and learning opportunities and feed into GOAL’s succession planning.
Other duties
- Reporting to the Head of HR on key field human resources issues, statistics, trends and creative solutions. Other reports as required.
- Provide cover for other members of the HR team as required. Particular flexibility is required during rapid onset emergencies.
- Other HR duties and new projects as required.
Requirements
- Strong communication and networking skills.
- Ability to plan effectively and manage large workloads, particularly during humanitarian responses.
- HR qualification and at least 5 years HR generalist experience.
- At least 3 years HR experience in the NGO sector, including over a year managing human resources in a field location. Experience in a humanitarian response context is preferred.
- Demonstrated ability to work in multi-cultural settings using a collaborative approach.
- Proven ability to work in demanding and/or insecure locations.
- Fluency in English is essential. Fluency in French is a strong advantage and knowledge of Arabic and Spanish would also be useful in this role.
