Context:
Under the direct supervision of the Chief of Mission (CoM) and in coordination with relevant project coordinators, the project development officer will undertake activities and tasks in project development, coordination of reporting, and donor liaison as part of the Mission’s efforts to raise funds to continue and develop projects and to ensure quality reporting on the current programme portfolio.
*Core Functions / Responsibilities:*
****Project Development and Coordination of Donor Reporting****
- Act as the focal point for the design and development of new programme and project concept and proposals in compliance with the IOM Project Handbook and in line with overall government priorities and the mission’s strategy.
- Coordinate proposal development closely with the CoM, programme managers, relevant IOM missions, Regional Office (RO) Thematic Specialists, government authorities, international and regional institutions, and partner organizations in the public and private sectors.
- Liaise with relevant IOM units at Headquarters (HQs) and the RO to obtain all necessary internal approvals for the submission of project documents as per IOM project development, review and endorsement standard operating procedures the Project Handbook.
- Work closely with project coordinators and the senior management team on the development and submission of proposals, reporting on current projects, broad strategic planning, and analysis of opportunities for IOM programming.
- Coordinate within project coordinators, the RO, and the Regional Accounting Support the timely preparation, review, and submission of interim and / or final narrative reports to donors. Ensure these are in line with specific donor requirements, clearly discuss results achieved, and are shared with relevant units.
- Represent IOM in inter-agency coordination mechanisms (e.g. the UN Work Plan, the UN Development Assistance Framework, CHF funding rounds) and other sector or thematic working groups as needed.
- Supervise and coordinate the outputs, activities and products of the PD team.
****Donor Liaison****
- Support project coordinators and the CoM in developing and maintaining relations with government authorities, diplomatic missions, UN agencies, funds, programmes, and donors. Attend UN and donors meetings and provide reporting and inputs as required to increase understanding and knowledge of IOM’s programmes and capacities, and to spot opportunities for continued or expanded activities and funding.
- Keep the CoM up to date on partner and donor priorities, preferences, and synergies in the field of migration as well as on new calls for proposals and initiatives launched and / or promoted by the donor community.
- Assist the CoM with the preparation of meetings and events, including donor briefings, donor visits, regional conferences, etc. Assemble relevant documents, draft concept papers, and coordinate briefing inputs or talking points. Prepare and coordinate all necessary follow-up internally and externally for relevant mission and HQs staff and donors.
****Public Information****
- Provide, in close coordination with programme managers, the Knowledge Management Officer, and the CoM, comprehensive inputs on behalf of IOM to different documents or materials requested by United Nations Country Team (UNCT) / Humanitarian Country Team (HCT) or individual agencies, government institutions, donors, relevant Units at the HQs and the RO, and/or other partners.
- Prepare and/or provide inputs to core IOM Sudan documents and reports, regional reports, strategic papers, and other reports and materials on IOM programmes and events.
- Perform such other duties as may be assigned.

*Required Qualifications and Experience*
****Education****
- Master’s degree in Law, Political or Social Science, International Relations, Human Rights or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
****Experience****
- Experience in the field of migration issues; project development and international development operations;
- Strong coordination, monitoring and evaluation, analytical, liaison and reporting skills;
- Good financial tracking skills;
- Excellent report writing skills.
****Languages****
Fluency in English is required. Working Knowledge of Arabic is an advantage.
