Background
Botswana remains one of Africa’s success stories having developed from the status of a least developed country to an upper middle income country by having experienced rapid growth since independence. Mineral resources (diamonds, copper, silver) have spurred economic growth while it’s fragile and dry semi-arid environment compounded by the massive challenges of the HIV and AIDS pandemic have impeded greater levels of sustainable human and economic development. In 2008, the United Nations in Botswana adopted the “Delivering as One” approach as a self-starter where the roadmap towards the “Development as One” was established.
The current UN and UNICEF Country Programme of Support to Government of Botswana will end on 31 December 2016. The UN and UNICEF in Botswana are undertaking concurrent and linked processes for developing the new UNDAF and UNICEF CPD - to be submitted to the Executive Board of UNICEF scheduled to meet in September 2016. It is imperative that the UNICEF Botswana CPD be aligned with Government of Botswana planning documents, such as the Post-2016 Vision, National Development Plan 11 and the UNDAF, which will require significant coordination and cooperation across the different planning processes.
Botswana, as a small country office with limited resources, does not have a dedicated planning or monitoring and evaluation officer, and is therefore in need of assistance to meet the demands and tight deadlines required during the UNDAF and CPD drafting process and completion of Annual reporting processes.
Scope of Work
Activities and Tasks:
· Review the documentations and meeting/consultation reports for the UNICEF CPD and UNDAF (Annex 2) and produce a synthesis report on additional information needed to complete the CPD and CPMP (by 10 February)
· Produce a revised roadmap for the CPD/CPMP/ i-CPAP (strategy notes) finalization to meet three key milestones: (a) CPD; (b) CPMP/PBR submission, and Country Office Annual Report
· Undertake discussions with section chiefs (and core teams) to refine problem statements, problem trees, programme response, outcome statements (11/12 February)
· In consultation with Botswana CO staff, including review of workshop reports and key documents facilitation of discussions around Programme Component structures, draft outline CPD and programme response and submit to Deputy Representative.
· Review drafts of strategy notes prepared by Section Chiefs and contribute to finalization of the same.
· Participate in consultations with partners related to UNDAF preperation.
· Prepare a draft CPD together with its annexes (strategy notes to be prepared in collaboration with Section Chiefs, Results and Resources Matrix, Costed Evaluation Plan, and ‘what is at stake’) and share for internal review.
· Prepare for and facilitate the UNDAF and CPD consultation meeting including preparation of workshop report.
· Incorporate recommendations from the workshop on the draft CPD for review by the Representative (and CMT).
· Develop i-CPAP (internal elaboration of the programme theory and implementation plan,) and CPMP.
· Coordinate information and draft Country Office Annual Report inputs for review and finalisation by the Deputy Representative and Representative.
Methodology
· A combination of desk review of key documents, meetings with key stakeholders, organizing workshops as outlined above and one-to-one meetings within UNICEF.
· Formal and informal meetings with designated contacts points within UN, development partners, Government officials
· Organize consultation meetings/ workshops for various groups as may be necessary.
Expected Deliverables
· Synthesis report on additional information needed to complete CPD, CPAP and CPMP
· Revised CO roadmap to submit CPD and CPMP
· Zero draft CPD prepared before consultation meetings
· Assist in facilitation of UNDAF and CPD consultation and validation workshops
· Strategy Notes for each programme outcome
· Draft CPD together with its annexes (strategy notes to be prepared in collaboration with Section Chiefs, Results and Resources Matrix, Costed Evaluation Plan, and ‘what is at stake’) and share for internal review for Botswana CMT review
· Draft CPMP/ i-CPAP
· Submission of Annual Report through online platforms
- End of mission report with key recommendations/ lessons learnt
Reporting and coordination
· Reporting to Deputy Representative, working closely with Chief of Operations
· Coordinate with consultant supporting UNDAF preparation
Work Experience:
- Proven experience in supporting UNICEF country offices in preparation of CPD, CPMP and CPAPs in last five years.
- Ten years of relevant experience at the national and international level in planning and programme management.
- Experience working in cross-sectoral teams, HRAP, RBM, preferably in the UN context.
- Experience in coordinating complex, diversified work teams and working with government counterparts.
Professional Competencies:
- Broad experience in preparation of country programme documents;
- Strong background in some of the following technical areas; development programmes, planning and coordination, social development, public administration, project management and public-private partnerships
- Proven experience in working with development projects at national level
- Demonstrated capacity to work with both formal and informal authority structures in a way that promotes dialogue and contributes to successful programme formulation
- Ability to organize consultations for development programs design with UN, governments and donors;
- Excellent communication skills (written skills in particular)
Payment Schedule
Four monthly payments will be made, based on satisfactory progress on agreed deliverable, as confirmed to month progress reports. 4 (four) monthly payments.
Desired competencies, technical background and experience
· Master’s Degree or equivalent in social sciences, development studies, economics or related field.
· Proven experience in supporting UNICEF country offices in preparation of CPD and CPMP.
· Minimum six years of relevant experience at the national and international level in planning and programme management.
· Experience working in cross-sectoral teams, preferably in the UN context.
· Experience in coordinating complex, diversified work teams and working with government counterparts.
· Experience of working on ESA Region would be an asset
· Fluency in English. French is an asset.

Administrative issues
· The consultant will be provided administrative support to perform the tasks as per the TORs.
· A computer may be provided, subject to availability.
· Office space will be provided in the UNICEF Botswana Country Office.
Conditions
· The consultancy fee will be negotiated between UNICEF HR unit and the Consultant and will be paid on lump sum basis as outlined below. Fees will be paid in US Dollars.
· Consultant will be provided with a workstation within UNICEF Botswana Office (Gaborone). Where practical and agreed in advance, the Consultant can work from other locations at no extra cost.
· Consultant fees should be inclusive of lodging and meals for stay in Gaborone.
· Consultant will be expected to provide his/her own laptop, and mobile phone. However, printing facility and reproduction of documents will be facilitated by UN.
· Consultant will be allowed to use UNICEF transport for official travel.
· Consultant will be entitled to DSA at the prevailing UN rates when on official travel outside Gaborone (with prior agreement by Staff supervising consultancy – Deputy Representative)
· Consultant will be entitled to one return-ticket from the city of recruitment to Gaborone (economy class).
· The candidate selected will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.
