General description:
To manage all activities related to planning and development, research and monitoring the implementation of development projects in the telecommunication and postal sector.
Job description:
• Maintain effective communication with internal and external stakeholders on the organization mandate.
• Coordinates the formulation, development and dissemination of policies, legislation, standards, performance reports, key performance indicators, targets and accountability matrices, development plans and programmes to Operators and regulators.
• Compiles, collates and disseminates information on Telecommunication & Postal Services.
• Coordinates sectors’ national events for stakeholder consultations.
• Advises monitors and evaluates the regulator & operators on cost effective tariffs.
• Advises monitors and evaluates the regulator, operators and other protection agencies to remedy customer queries, complaints and concerns.
• Engages government and industry in an inclusive development of postal & telecoms industry strategic planning process using industry review data to develop national responses and strategic plans informed by policies
• Monitors and assesses convergence issues, technological and industry changes and trends and their impact and implication on the communication sector.
• Provides leadership in conducting research , analyses results and make recommendations
• Undertakes the benchmarking of the regional and international business development initiatives
• Participates in the national & international committees as directed by the Government.
• Monitors and evaluates the development projects’ progress.
• Defines quality standards for postal & communications networks and services.
• Coordinates review of internal business processes
• Manages divisional projects delivery within budget, time and quality and staff performance
• Prepares national development and recurrent budget submissions and monitors expenditure for the Information Communications Technology sector.
• Enforces compliance to financial, supplies and procurement procedures

Job requirements:
Bachelors of Engineering in Telecommunications, Electronics, Electrical, Computer Engineering, Computer Science, Business Studies, Economics, Law or any related qualification.
Twelve (12) years post graduate experience in Information Communication Technology or related field. Applicants must have served at least two years as Chief Communications Officer, D1 salary scale in Government or equivalent level in a Parastatal or Private Sector Organisations.
