To coordinate procurement of supplies, services and works as well as disposal of assets for the Ministry in a timely and efficient manner.
Job description:
KEY PERFORMANCE AREAS
1. Gives advice on procurement matters requiring policy action and guides on all technical matters for effective procurement of goods, works and services.
2. Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for the contract awards.
3. Identifying and sourcing suitable supplies, services and works and negotiate and agree on prices in accordance with delegated authority.
4. Manages contracts to ensure expected deliverables.
5. Coordinates compilation of data contained in quotations/proposals/bids to determine the best supplier in terms of quality, delivery time, discounts, and transportation costs among others and submit the analysis to (PPADB) or Ministerial Tender Committee.
6. Facilitate efficient and effective service delivery through encouraging timely placement of orders.
7. Draws up specifications for the stock range to promote quality assurance and maintenance of high performance standards.
8. Monitors compliance with Government reservation and price preference schemes during tender evaluation and promotes standardization of procurement of supplies.
9. Reduces the risk of deterioration, obsolescence and un-serviceability by ensuring that stocks are issued on first-in-first-out basis.
10. Facilitates minimal investment in stock and optimal provision of goods.
11. Determines the time limits for holding stock to ensure less capital is tied up on commodities.
12. Prepares financial budget estimates for the Division.
13. Monitors the implementation of the budget.

Job requirements:
QUALIFICATIONS
Must be in possession of a minimum Degree in Supply Chain Management or Business Administration or any related field.
EXPERIENCE
At least ten (10) years’ work experience in Purchasing, Supply and Materials
Management, two (2) years of which should have been served as Principal Procurement
Officer I (D2) or equivalent.
