Context
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of Emergency Post-Crisis (EPC) Programme Coordinator, the successful candidate will contribute to the effective implementation of refugee transitional shelter projects in IOM Ethiopia by coordinating identified aspects of the transitional shelter activities and providing support to implementing field offices.

Core Functions / Responsibilities
- Review and/or develop detailed work and activity plans for project implementation in cooperation with field staff and in accordance with project documents and donor agreements. Monitor adherence to work-plans, deadlines, and budgets.
- Monitor project progress through assisting with the development of monitoring systems for tracking progress in sub-offices and relevant locations. Identify challenges and bottlenecks and make recommendations on corrective action to be taken. Document best practices and share lessons learned.
- In close coordination with the United Nations High Commissioner for Refugees (UNHCR) and the Administration for Refugees and Returnees Affairs (ARRA); participate in transitional shelter needs assessments in refugee camps or affected regions, produce assessment reports, and make recommendations for further action.
- Work closely with the refugee task force under ARRA/UNHCR on transitional shelter needs for refugees in the country to ensure adherence to work plans, implement and periodically review strategy, and ensure partner buy-in and regional representation of the cluster.
- Participate in the refugees' task force inter-agency meetings as directed by the supervisor, including HRF meetings, refugee shelter technical working groups, and other relevant UN inter-agency coordination mechanisms.
- Maintain positive relations with government counterparts, UN agencies, and other partners, including NGOs, civil society organizations, and regional state authorities at the technical level.
- Work closely with the project development and communications teams in Addis Ababa as well as sub-offices to identify new project opportunities on shelter and provide regular updates on activities for public information purposes.
- Provide guidance and support to transitional shelter programme field staff and guidance on synergies between head- and field offices and the efficient use of resources.
- Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
- Master's degree in Civil Engineering, Structural Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in the field of emergency assistance with shelter project-related activities, programming, project management and implementation, and assistance to internally displaced persons and refugees;
- Experience with shelter projects for major donors in similar settings;
- Ability to manage and lead a group of technical experts and to coordinate with technical counterparts, NGOs, and local authorities;
- Training and experience in rural development and physical planning;
- Knowledge of computer graphics and mapping software, as well as the capacity to use mapping tools (GPS) and related software (map info etc.);
- Knowledge of CAD and other design-related software and ability to prepare schedules/bills of quantities and estimating cost;
- Working experience in the East and Horn of Africa is an advantage;
- Knowledge of or prior experience with similar issues in Ethiopia is an advantage.
Languages
- Fluency in English is required.
