Position Title: Consultant – Development of National Migration Policy of Botswana Location: Gaborone, Botswana Duration: Six months
Objective:
The overall objective of this consultancy is to provide support to the Government of Botswana in the development of a national migration policy. This assignment seeks to address the migration management and development policy gap by providing a coherent and effective framework of action at the national level. The policy will serve as the cornerstone and reference point for the Government of Botswana and other stakeholders as they respond to challenges and opportunities related to migration and development. The national migration policy will enhance coordination at the different levels of government around the four pillars of migration management: migration and development, facilitating migration, regulating migration, and forced migration.
The consultant will draw upon international best case practice on migration and development policy formulation and legislation. This will entail reviewing existing national policies, legislation, and practice and institutional arrangements in the light of international norms and good practices. The policy will also assess how existing migration and development policies, legislation or new laws and measures can improve migration governance in Botswana. This will entail reviewing relevant literature on the experience of countries that have developed migration policies.

This will entail reviewing existing national policies, legislation, and practice and institutional arrangements in the light of international norms and good practices. The policy will also assess how existing migration and development policies, legislation or new laws and measures can improve migration governance in Botswana. This will entail reviewing relevant literature on the experience of countries that have developed migration policies.
Specifically the incumbent is expected to perform the following tasks:
Phase I A. A Situation/Gap Analysis of Migration and Development in Botswana i. Conduct a situation and gap analysis of migration and development in Botswana, that is: a. Assess the magnitude, nature and impact of migration in Botswana b. Identify pertinent migration issues and thematic areas c. Conduct desktop research on migration management, including mapping of key stakeholders, their capacities and needs as well as resources available. d. Critically review current efforts towards managing migration issues within the socio-economic development context of Botswana e. Review international instruments on migration management that Botswana has ratified as well as analysis of existing bilateral frameworks.
f. Identify good practices and gaps in the management of migration in Botswana within the context of international best practice, and the Constitution and other relevant pieces of legislation of Botswana. g. On the basis of the situation and gap analysis as presented in (a – f) above provide recommendations for the formulation of a coherent migration and development regime for Botswana and issues that need to be reviewed in the Immigration Act and the Citizenship Act, as well other relevant legislation, so that the latter acts are in line with best migration management practices.
B. All-stakeholder Situation/Gap Analysis Report Validation Workshop ii. The resultant situation and gap analysis report will be presented to the Technical Committee and at an inter-ministerial validation workshop, the recommendations of which will be incorporated in the final situation and gap analysis report.
Phase II C. Formulation of a National Migration and Development Policy for Botswana i. On the basis of the final situation and gap analysis report, formulate a national migration and development policy for Botswana.
D. All-stakeholder Draft National Migration and Development Policy Validation Workshop i. The draft national migration and development policy will be circulated among the inter-Ministerial committee prior to an all-stakeholder validation workshop. ii. Facilitate a stakeholder validation workshop iii. Recommendations of the all-stakeholder workshop and the inter-Ministerial committee will be incorporated into the draft national migration and development policy before it is handed over to the Government of Botswana.

C. All-stakeholder Situation/Gap Analysis Report Validation Workshop i. A situation/gap analysis report on migration and development policy in Botswana that incorporates the recommendations made in the all-stakeholder validation workshop.
Phase II D. A Draft National Migration and Development Policy Document for Botswana i. A draft national migration and development policy document.
E. All-stakeholder Draft National Migration and Development Policy Validation Workshop Report i. Help organize and facilitate the multi-disciplinary validation of the draft policy through a two-day workshop led by the MLHA that will bring together senior staff from key relevant ministries. ii. A document that incorporates stakeholder comments from the Policy Validation Workshop into the draft national policy document
Practical and Financial Requirements
- Equipment: IOM will not provide any equipment, including office supplies, technology, or communications tool, to the Consultant.
- Travel: Travel costs for research in Botswana and to attend meetings with IOM and the Technical Committee will be covered by IOM.
- Per diem: The expert’s daily subsistence allowance will be covered by IOM according to the number of nights spent on the site

Desired Background and Experience:
IOM is currently seeking the services of an international consultant to assist the Government of Botswana with the development of a national migration policy. The successful candidate will meet the follow criteria: 1. Completed advanced university degree from an accredited academic institution, preferably in Political or Social Sciences, Migration Studies, International Relations and/or Law. 2. With at least seven years of relevant experience. 3. Demonstrated expertise in policy development and migration management through research and/or policy development related to migration, gender, human rights, public policy, or other related fields. 4. Experience in programme implementation, particularly in the fields of migration and technical cooperation 5. Work experience in the region will be considered an advantage.
