Field of activity
The Southern African Development Community (SADC), a regional organisation of fifteen countries in Southern Africa, has cooperated with Germany for more than a decade in the promotion of peace, security and good governance. The cooperation focuses on the institutional strengthening of the SADC Secretariat and other parliamentarian and non-state actors.
The cooperation aims to strengthen the African Peace and Security Architecture (APSA) and the newly established African Governance Architecture (AGA). Within this framework German Development Cooperation supports the promotion of democratic elections, the advancement of a democratic culture in the region, and the further development and implementation of SADC's regional strategy for politics, defence and security cooperation as well as other relevant SADC protocols.In October 2014, the German Federal Ministry for Economic Cooperation and Development (BMZ) and SADC agreed on the continuation of the cooperation, with a new module due to begin as of April 2015, to March 2018.
Your tasks
The Advisor primarily supports the programme leader and senior officers in project management, knowledge management and capacity building for partner organisations, with a specific focus on good governance.
Specifically, the tasks will include:Support of the team leader in project management and knowledge management- Operational planning and implementation- Support in budget management- Quality assurance and knowledge management according to GIZ standards- Result-based monitoring and reportingCapacity building for parliamentary and civil society actors in the SADC region (in collaboration with the Senior Advisor Peace & Security and Senior Advisor Good Governance)- Relationship management with parliamentary and civil society actors such as the SADC Parliamentary Forum, the SADC Council of Non-Governmental Organisations, the SADC Lawyers Association, the Inter-Regional Meeting of Bishops in Southern Africa, the Southern African Defence and Security Management Network, Media Institute of Southern Africa, etc.- Planning and implementation of support services such as financing agreements, local subsidies and direct payments- Network and strategy building
Your profile
The advisor should have a university degree (M.A. or equivalent) in political science with a focus on regional integration, African studies, governance, peace and security studies or a related field. The advisor should have several years of work experience with GIZ, and,be familiar with the project management tool CapacityWorks. The advisor should be knowledgeable about the challenges that are particular to conflict-sensitive development cooperation. Experience in high level policy advice, multi-stakeholder dialogue, parliamentary work, electoral processes and/or cooperation with NGOs is of advantage. Previous experience in the implementation of GIZ cooperation projects would be an additional asset. The advisor should be able to work in a multi-cultural and changing environment that demands strong communication skills and cultural sensitivity. Fluent German and English language skills are essential. Additional knowledge of French or Portuguese would be an advantage.
