Senior Operations and Personnel Manager, Southern Africa
We are currently seeking a Senior Operations and Personnel Manager for the anticipated USAID-funded Southern Africa Trade Hub. The Senior Operations and Personnel Manager has the responsibility for ensuring the successful oversight and management of administrative support, procurement, human resources, logistics and IT staff. The project’s primary focus will be to provide expert technical assistance to help farmers and firms, through private sector associations, to efficiently meet market requirements of quality and volume and succeed in the international market place. To achieve this objective, technical components will include improving the enabling environment for regional trade; enhancing the integration and competitiveness of regional value chains; and increasing international and regional trade.
Responsibilities:
- Supervise, train and mentor operational and administrative support managers and staff in areas including HR, procurement, IT, logistics, and administrative procedures, to ensure all staff carry out their responsibilities in a timely and quality manner.
- Support COP in developing results-based performance criteria for operations staff.
- Ensure that administrative, operations and procurement functions are in compliance with the company’s Procurement Manual, USAID rules and requirements, and applicable law.
- Ensure effective coordination between administrative, operations support and program staff.
- Develop, in coordination with the human resources and project managers, an effective and efficient process for the hiring, managing and mentoring of staff.
- Provide guidance on all aspects of operations for efficient project implementation and ensure that administrative and operational functions and staff continue to improve in quality and efficiency.
- Ensure efficient organization and execution of events, conferences, workshops, large general meetings, including preparation and dissemination of background documents, arrangements for lodging, catering, minute-taking, equipment use, etc.
- Oversee and ensure efficiency, effectiveness and accessibility of all basic administrative and communication systems for the projects, including information resources, general filing, electronic filing, contracts and leases, travel, subscriptions, insurances, etc.
Qualifications:
- Graduate degree in business management and administration or other relevant degree.
- At least seven years management experience of private sector or donor-funded projects required.
- In-depth knowledge of applicable GoR, USG, and donor laws, regulations, policies, and practices in all areas (finance, accounting, payroll, human resources, information technology, procurement and logistics).
- Proven ability to successfully manage a team of diverse individuals. Strong mentoring and teambuilding skills.
- Fluency in English required.
