VACANCY: DEPUTY MANAGER – PROCUREMENT

SALARY: D1 (P251, 376 – P277, 524) per annum.

Applications are invited from suitably qualified candidates for the above position in the Ministry of Health, Corporate Services, tenable at Ministry Headquarters and Central Medical Stores.
BENEFITS:

LEAVE:

QUALIFICATION:
Degree in Supply Chain Management/Business Administration/Chartered Institute of Purchase/Supply /Materials Management DMAT and Supply level 6, or any other related field.
EXPERIENCE:
A minimum of twelve (12) years work experience in the relevant field of which two (2) years should have been served at the level of D2 in the Government or its equivalent in the Parastatal or Private Sector.
MAIN PURPOSE OF THE JOB:
To coordinate procurement of supplies, services and works as well as disposal of assets for the Ministry in a timely and efficient manner.
KEY PERFORMANCE AREAS:
• Gives advice on procurement matters requiring policy action and guides on all technical matters for effective procurement of goods, works and services.
• Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards
• Identifies and sources suitable supplies, services and works and negotiates and agree prices in accordance with delegated authority.
• Manages contracts with contractors to ensure expected deliverables.
• Coordinates compilation of data contained in quotations/proposals/ bids to determine the best supplier in terms of quality, delivery time, discounts, transportation costs among others and submits the analysis to (PPADB) or Ministerial Tender Committee.
• Facilitates efficient and effective service delivery through encouraging timely placement of orders.
• Draws up specifications for the stock range to promote quality assurance and maintenance of high performance standards.
• Monitors compliance with Government reservation and price preference schemes during tender evaluation and promotes standardization of procurement of supplies.
• Reduces the risk of deterioration, obsolescence and unserviceability by ensuring that stocks are issued on first-in-first-out basis.
• Facilitates minimal investment in stock and optimal provision of goods.
