SALARY: E1 (349,704 - 363,840) per annum
LEAVE: 30 working days per annum

QUALIFICATIONS:
Candidate should possess a recognized Degree in Social Sciences (Economics, Statistics, Public Administration, Political Science, Business Administration, etc.). Master’s Degree in the related field would be an added advantage.
EXPERIENCE:
• At least fourteen (14) years relevant work experience, two (2) of which should have been at a senior professional level in Government (E2 level), or equivalent in the Private Sector or in a Parastatal Organization.
• Strong strategic and analytical skills including analysis of both quantitative and qualitative data.
MAIN PURPOSE OF THE JOB
To manage the development and implementation of Monitoring and Evaluation (M&E) systems across Ministries to ensure alignment of Ministerial M&E Systems to the National M&E Framework.
KEY PERFORMANCE AREAS
• Provides guidance and support to Ministries and District institutions for Government programmes/ projects monitoring and evaluation.
• Develops and cascades performance monitoring and evaluation tools (qualitative and quantitative) for Government programmes, projects and service delivery to Ministries and Districts, and maintain a results database to aggregate data.
• Build monitoring and evaluation capacity at Ministries and District level for effective and efficient delivery of Government projects, programmes and service delivery.
• Produces Ministries and District performance assessment reports on the delivery areas.
• Facilitates the setting up of Monitoring and Evaluation Units in Ministries and District Offices.
• Manages information-gathering process for results and performance reports, in addition to other briefings, summaries, presentations, etc. for various audiences as needed.
• Document good practices, lessons learnt, trends, cross-cutting policy and implementation issues to inform future decisions.
• Managing on-the-Ground Monitoring on Public Service Delivery to ensure timely delivery of Government services.
• Conducts Evaluations of Government policies and programmes.
• Conducts Customer Satisfaction Survey for Services provided by Ministries.
