VACANCY – DEPUTY SECRETARY (F2) TENABLE AT INDEPENDENT ELECTORAL COMMISSION

Applications are invited from suitably qualified Botswana Citizens for the post of Deputy Secretary to the independent Electoral Commission, tenable at IEC Gaborone Headquarters.

SALARY SCALE: F2 (P452, 856 per annum)

LEAVE: 30 working days per annum

BENEFITS: Optional Contributory Medical Aid Scheme. Government pays 50% and Employee pays 50%.
CONTRACT: 24 months (initial contract)

QUALIFICATIONS: Bachelor’s Degree in Social Sciences with Majors in Political 
Science and International Relations or equivalent. A Master’s Degree in the same field will be an added advantage.

EXPERIENCE: A minimum of (18) years work experience in any Organization, two (2) years of which should have been served at Director level (E1 salary scale) or equivalent in the Private Sector /Parastatal.

MAIN PURPOSE OF THE JOB: To provide Strategic Leadership and direction in the Coordination and Management of elections, facilitate the implementation of electoral laws and coordination of Corporate Service Functions.

SUMMARY OF DUTIES:
• Coordinate the management and the administration of the conduct of elections and enforce on the part of all Election officers fairness, impartiality and compliance with the provision of the Electoral Act
• Facilitates implementation of all Commission Decisions and Strategies within portfolio of responsibilities and advises the Secretary to the IEC accordingly.
• Reviews the effectiveness of existing policies, programs, and strategies and considers proposals for improvements and makes inputs and endorses such proposals for presentation to the Secretary and the Commission.
• Vets responses to Parliamentary questions relating to Divisions and Units within portfolio of responsibilities, to ensure that answers reflect the general position of the Independent Electoral Commission, take into account relevant factors, and properly address the questions.
• Coordinates the implementation of Corporate Services policies.
• Coordinates management of financial, human and physical resources to meet strategic organisational and customer needs and to maintain sustained products and/or service delivery.
• Reviews existing uses of financial and human resources. Develops strategies and programmes for their more effective deployment and for the introduction of new services to meet the objectives of the National Development Plan.
