Salary Scale: D3 (190,104 – P209,868) per annum
Leave: 30 working days per annum

Qualifications: Bachelor of Arts Degree in Public Administration or Human Resource Management.
Experience: A minimum of eight (8) years relevant post qualification experience, two (2) of which should have been served at D4 or equivalent level in a parastatal or private sector organisation.

Main purpose of the job:
To supervise the administrative support services in relation to human resource, financial resource and office administration functions to ensure efficient service delivery.
Key Performance Areas:
• Facilitates professional guidance, uniform application and interpretation of the Public Service Act and Regulations, General Orders, Directives, Circulars and Regulations for Industrial Class Employees within the Ministry.
• Updates human resource records electronically and manually.
• Authorises payment vouchers and Casualty returns.
• Facilitates recruitment processes such as appointments, promotions, transfers and upgradings.
• Identifies and recommends appointment of revenue, authorising, paying and preparing officers.
• Investigates and makes recommendations on disciplinary cases.
• Monitors expenditure of the approved budget.
• Prepares and implements the procurement plan.
• Monitors implementation of cost saving measures on utilities.
• Prepares draft replies to Audit and Public Accounts Committee queries.
