VACANCY: PRINCIPAL PROCUREMENT OFFICER II
VACANCY CIRCULAR NO. 7 of 2015
SALARY: D3 (P190, 104 – P209, 868) per annum.
Applications are invited from suitably qualified candidates for the above positions in the Ministry of Health, Corporate Services, tenable at Ministry Headquarters and Central Medical Stores.
BENEFITS:

LEAVE:

QUALIFICATION:
Degree in Supply Chain Management/Business Administration/Chartered institute of Purchase/Supply /Materials Management DMAT and Supply level 6 or any other related field.
EXPERIENCE:
A minimum of eight (8) years relevant work experience in Purchasing, Supply and Materials Management two (2) years of which should have been served at D4 level in the Government or its equivalent in the Parastatal or Private Sector.
MAIN PURPOSE OF THE JOB:
To develop and maintain work programmes and schedules for on-going contracts and newly planned ones.
KEY PERFORMANCE AREAS:
• Advices Ministry on stock range of different quantities of supplies to ensure that adequate stocks are held to meet the demand.
• Develops and maintains work programmes and schedules for on- going contracts and newly planned ones.
• Conducts market research to ensure that advertised specifications are aligned to the new product developments.
• Ensures that compiled data contained in quotations/proposals/bids to facilitate the determination of the best supplier in terms of quality, delivery time, discounts, and transportation costs among others.
• Ensures that productive working relationships with customers and suppliers are developed and maintained with a focus on incorporating client-specific contractual requirements into supply agreements.
• Analyses consumption patterns to continuously identify and take advantage of cost saving through innovative centralization of contracts, standardization and rationalisation of Supplies.
• Supervises bulk procurement of supplies to ensure compliance with PPAD Act and Supplies Regulations.
• Manages the Ministry’s assets.
• Ensure the review of vendor invoices; determines accuracy of charges and funding availability; summarizes and allocates costs prior to management approval and processes suppliers’ invoices for payment.
• Authorizes disposal of obsolete/unserviceable goods.
• Ensures proper record keeping and maintenance of supplies ledgers.
