Information Management Officer (IMO)

The Swedish Civil Contingencies Agency (MSB) is opening our field staff roster for Information Management Officers (IMO) willing to be deployed at short notice to various parts of the world. As a member of our roster you will continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
Employed by the MSB on an international mission you will receive a monthly salary as well as a comprehensive allowances and benefits package, ranging from free home leave travel to access to psychosocial support. MSB’s salaries for field staff are between 42 000 to 86 000 SEK/month.
The MSB highly values the well-being of our staff and whilst on mission you will have access to health and psychological support as well as safety support from the MSB 24 hours a day.
The MSB strives to apply gender equality in terms of recruitment our Field Staff Roster. At the moment we have 24 % female versus 76 % male Information Management Officers registered on our roster.
As an IMO deployed by the MSB you will be expected to implement or maintain the Field Information Management Strategy. You will also contribute to the development and improvement of field information management procedures at local and regional levels to ensure that information management in the field functions efficiently and provides the best possible functionality and usability to clients and stakeholders.

Duties

Example of task and duties:
1.Manage information to support the UN system, as well as partner organizations, to prevent, mitigate, manage, and recover from humanitarian disasters and emergencies.
2.Determine the data and information elements that are required internally and externally to support intra and inter-cluster coordination and humanitarian decision-making.
3.Support strategic and operational decision making by processing and analyzing data and information and presenting it in the format most useful for analysis (e.g. reports, maps).
4.Develop a client-oriented approach with all relevant stakeholders to help identify their priority information requirements.
5.Design and implement a dissemination plan for information products (e.g. situation reports, data, maps).
6.Provide training to staff on information systems and standards.
7.Undertake data preparedness activities in support of the UN’s response preparedness and contingency planning efforts.
8.Establish, maintain, or participate in an information network at the national level geared to facilitate humanitarian information exchange and the promotion of data and information sharing protocols, in particular those developed and endorsed by the Inter-Agency Standing Committee.
9.If necessary, oversee technical staff in the development of databases and other applications to support the collection and processing of context specific data (e.g.: affected population, displaced populations, demographic and vulnerability data, results of common rapid needs assessment etc.).
10.Support the advocacy, communication and reporting functions of the office through the collection, processing, storage and retrieval of documents, including images, of emergencies and vulnerability, as well as relief operations.
11.Apply global information management standards, policies and procedures to guide related activities within the UN system.
12.If required, manage staff working directly on information management and information technology activities.
You will be expected to perform other duties as required.
The length for international missions with MSB can vary widely, although most missions runs from 3-6 months. If you are on a mission for more than four months, the MSB will often offer home leave travel to your place of residence during your annual leave.

Qualifications

Experience

At least three years’ experience in managing information in a crisis management, disaster management, emergency management, humanitarian emergency or recovery context. Relevant international field experience in any of these areas is desirable.
Qualifications and/or certification in the following applications are desirable: MS Access, MS Excel, MS SharePoint, ArcGIS, or similar applications

Education

An advanced University degree (Master’s degree or equivalent) in business administration (information management), disaster and emergency management, geographic information systems, information management, statistics or social sciences or other related fields. A relevant combination of academic qualifications and experience may be accepted in lieu of a formal university degree.

Languages

Fluency in English is essential, both spoken and written. Knowledge of French or any other official UN languages is an asset.

Other requriements

We are looking for women and men with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.
You must undergo a pre-employment medical examination by a licensed physician before being contracted.
You must inform your regular employer of your potential assignment with the MSB.

Profile

You must be able to interact with sensitivity and display respect for diversity and gender in multi-cultural environments. A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.
You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organisations, NGOs, recipient governments and host populations.
You are expected to have excellent analytical and communicative skills, show initiative and take both a hands-on and an analytical approach to tasks and problems.

Contractual conditions

Contractual conditions
All MSB field staff members are registered on a roster which contains a wide range of professions and competencies. After recruited to the roster you need to conduct the MSB’s induction training and any specialist training courses required. Working with the MSB on international operations means that field staff members from the roster are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
