Under the supervision of the Country Director of Swaziland, the Director of Finance and Administration (DAF) will oversee the overall financial management, administration, procurement, personnel, grants management and logistics of ICAP in Swaziland. The DAF is responsible for ensuring the smooth operation of technical efforts and field activities by providing accounting, financial and logistical support to facilitate the implementation of program activities. Ensures that financial management, human resources, information technology, administrative, and contractual operations systems are conducted in full compliance with Columbia University and donor regulations, requirements, and good business practices.
Safeguards Columbia University’s financial and physical assets against fraud, loss, or misuse, and ensures that any project-related funds expended in Swaziland are expended in accordance with Columbia University policies, standard operating procedures and business practices, and any cost principles imposed by donors. Continually demonstrates sound business judgment in assuring that all costs are reasonable and necessary for the completion of ICAP projects and activities.

Location: Mbabane, Swaziland
Major Accountabilities
- Responsible for the oversight of financial management of the ICAP country program in Swaziland, including budgeting, forecasting, budget analysis, inventory and procurement;
- Ensures compliance and consistency with Columbia University’s financial and administrative policies and procedures, as well as compliance with donor policies and procedures;
- Establishes and maintains a system of internal controls to ensure compliance with national statutory requirements and internal policies and procedures;
- Serves as a member of the ICAP in Swaziland Senior Management Team;
- Leads the accurate and timely preparation, analysis, and presentation of financial reports for all relevant stakeholders;
- Provides direct supervision of staff responsible for finance, human resources, logistics and operations;
- Serves as the key liaison with external and internal auditors and ensures that the statutory corporate requirements as laid out by local governing rules and regulations are fully addressed;
- Ensures the proper management of sub-recipients funded under ICAP projects;
- Performs other related duties as directed
Education
- Master’s Degree in Business Administration, Finance, Accounting, or another related field. Higher qualification preferred (e.g., CPA, ACCA)
Experience, Skills & Minimum Qualifications
- Minimum six (6) years of direct experience at senior management level in a non-profit, non-governmental or academic organization
- Minimum ten (10) years of experience in the provision of project financial management and/or administrative support to large donor-funded health and development projects and programs, including extensive experience with financial controls, accounting, payroll, and audits, as well as reporting accruals, pipeline, and expense validation and reimbursement to service providers
- Substantial financial management experience on U.S. Government grants policy, procedures and reporting requirements
- Excellent oral and written English is required. Proficiency in local/other languages is a plus
