The External Relations Division of the Global Fund Secretariat seeks to recruit a Replenishment Officer to perform duties and tasks to ensure the smooth running of the Global Fund replenishment process.
****Background:****
The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) was established in January 2002 as a financial instrument, complementary to existing programs addressing HIV/AIDS, tuberculosis and malaria. It is a 21st century organisation designed to accelerate the end of AIDS, tuberculosis and malaria as epidemics. As partnership between government, civil society, the private sector, people affected by the disease, the Global Fund mobilizes and invests nearly USD 4 billion a year to support programs run by local experts in more than 110 countries. The Global Fund operates with three core principles: partnership, country ownership and performance-based funding. By challenging barriers and embracing innovative approaches, the Global Fund strives for maximum impact.
****Resource Mobilization:****
The Global Fund relies on voluntary financial contributions from all sectors of society – governments, private sector, social enterprises, philanthropic foundations and individuals. Progress in the fight against AIDS, tuberculosis and malaria has been tremendous in recent years, but more resources are needed to finance additional grants and to continue successful programs around the world.
The Global Fund has a proven ability to deliver – it is efficient, innovative, results-oriented and accountable. At the launch of the Fourth Replenishment in December 2013, donors pledged US$12 billion. While donor governments provide the largest source of financing, the private sector and other nongovernment donors represent an increasingly important share of its cash contributions.[1]
The pledging conference for the 5th replenishment, for the period 2015-2017, is expected to take place mid- year 2016 preceded by a preparatory meeting in Tokyo, Japan scheduled for December 2015.
****Objective:****
The objective of this consultancy is to assist the Global Fund in preparing its 5th replenishment.
****Key Responsibilities:****
- Provides strong organizational support to the 5th replenishment
- Serve as a focal point for donor-related communication through the Global Fund website
****Specific tasks:****
- Develop and maintain various contact and participants lists and tracking sheets
- Draft ministerial level invitation/thank you letters and other correspondence
- Prepare and send invitations for special events
- Coordinate request for bilateral meetings
- Set up and monitor GF Replenishment email
- Prepare logistics sheet for Delegates, Observers and Secretariat
- Maintain the Replenishment Extranet with updated logistics, registration information and meeting documentation
- Send logistics and registration information to Participants
- Coordinate or handle all travel arrangements of speakers and funded participants
- In collaboration with the events team, plan and handle on-site logistics, including for speakers
- Create and monitor rooming lists with the Hotel
- Provide overall administrative support
- Support administrative and security arrangements at replenishment event
****Place of Performance:****
Full-time presence in Geneva, Switzerland
****Period of Consultancy:****
1 August 2015- 31 July 2016 (12 months)
****Qualifications:****
University degree/s in administration, international development, international relations, political or social science, economics or a related field;
- Minimum of 5 years professional experience in administration, international development and/or resource mobilisation related areas.
- Strong written skills
- Strong organizational, interpersonal and coordination skills;
- Demonstrated ability to deliver results in-time and under pressure; and

****Conditions:****
The Replenishment Officer will be a supplier to the Global Fund and will act as an independent consultant. The daily fee will be negotiated based on what is proposed by the applicant and commensurate to experience and qualifications.
The Replenishment Officer will be responsible for all logistic support under this contract.
