Purpose of the Position
The incumbent is to help to ensure the continued strategic relationship between the UNICEF secretariat and Executive Board by providing communication support and by coordinating and managing the editorial process for Executive Board documents, from planning through editing, translation and processing of final documents. To support the Secretary and Assistant Secretary of the Executive Board in the planning, management and follow-up of Executive Board sessions/meetings.
Key Expected Results
  1. Based on Executive Board decisions/requests and UNICEF secretariat requirements, and guided by the Secretary and Assistant Secretary of the Executive Board, and in cooperation with the other editor, draft and update the annual programme of work of the Executive Board and annotated agendas for each Executive Board session. Liaise and coordinate with the United Nations Department for General Assembly and Conference Management (UNDGCM) and external vendors to prepare and maintain a rolling forecast and schedule of documents for the year, including deadlines, as well as a documents tracking table. Under the guidance of the Secretary and Assistant Secretary, and in consultation with the other OSEB editor, establish internal deadlines for all documents, and communicate these to, and follow up with, all relevant UNICEF offices. Monitor and chart compliance by offices, including through the maintenance of a documents tracking table/workflow sheet. Coordinate review and clearance of documents by the Office of the Executive Director.
  2. Assist field offices in improving their capacities for writing and submitting Executive Board documents to OSEB, as appropriate. Travel to regional/country offices if required.
  3. Edit documents to the highest professional standards in the required United Nations format and style. Consult with relevant UNICEF offices and United Nations partners, as required, on formats, content and scheduling of documents. Transmit documents to the United Nations Documents Control Section, or to external vendors/contractors, as appropriate, for production and translation. Jointly with the other editor, oversee the documentation process, including by supervising and guiding the work of the documents team. Oversee the quality control of documents, including translations, to the extent possible.
  4. Help to ensure effective internal and external communication and discussion of Executive Board-related issues, statements and documents. With the other OSEB editor, manage the maintenance and further development of the Executive Board website, including through the immediate posting of all relevant documents prior to, during and immediately after Executive Board sessions, as well as throughout the year; and liaise with UNICEF Communication staff on web and media coverage of Executive Board sessions and events. Provide additional communication support as required.
  5. Prior to, during and after Executive Board sessions and meetings, support the Office in ensuring their smooth functioning. Jointly with the other editor, oversee the work of the OSEB support team and the smooth functioning of the support office during the sessions. Prepare and update speaker's notes for the Executive Board President for each session, and prepare the Secretary's speaker's notes for meetings and informal consultations as requested; provide input for or draft opening and closing remarks of the President and others, if requested; draft brief minutes of the in-session meetings of the Bureau of the Executive Board; support the Executive Board members in revising and finalizing drafts of Executive Board decisions and coordinate their overnight translation by United Nations Conference Services and dissemination in the Conference Room.
  6. Write and/or edit the official report of each Executive Board session, obtaining comments from relevant UNICEF offices. Draft the minutes of the monthly meetings of the Bureau of the Executive Board.
  7. Fulfill accountabilities as a team member of the Office of the Executive Board. Assist with preparation of office management plans and other work plans and budgets. Assume other responsibilities as requested.
