Background
UNICEF is committed to meeting its goals laid out in the 2015 Annual Work Plan for children and AIDS programming particularly: Activity 17 Strengthen strategic knowledge management (KM) for children and HIV. Task 17.2 Strengthen dissemination mechanism in line with strategy and user feedback (e.g. Quarterly newsletter, websites, webinars, social media).
In order to support knowledge and advocacy activities, UNICEF creates and maintains external web platforms that contribute to overarching goals of raising awareness, improving knowledge sharing, and spurring concrete action to direct resources towards effective and efficient programmes globally.
Purpose
The purpose of this consultancy is to redevelop and upgrade existing external websites: ALL IN, Children and AIDSand the newsletter. The consultancy aligns with the broader strategy for all knowledge and advocacy platforms: a) Strengthen electronic platforms to make them more functional, user-friendly and visually appealing; b) Re-organize advocacy and technical content to raise the profile of UNICEF’s and its partners’ work; c) Give visibility to work in the field and promote South-South and triangular communication, and d) Position UNICEF as a knowledge broker and leader – to achieve an AIDS-Free Generation.
Specifically, the consultant is expected to enhance ALL IN, the platform for collaboration to end AIDS among adolescents by implementing phase 2 design requirements to facilitate partner engagement with the initiative; redesign Children and AIDS website based on wireframes defined by the hiring team that address its current and future needs as preparations for the 7th Stocktaking Report begin, and the migration of the current content to the new content management system (CMS) (i.e. WordPress, Drupal); and the integration of the newsletter into the main site.
Tasks and Expected Results
The consultant will support the redevelopment of the following UNICEF HIV websites:
The site for ALL IN (http://allintoendadolescentaids.org/) was quickly developed in time for the global launch of the initiative on 17th February 2015. The WordPress site requires refinement which will include debugging some of the plugins, improving functionality on mobile devices, finding long-term web hosting options, addressing security issues and creating a French version for the site.
Children and AIDS (http://childrenandaids.org/) is currently housed in RedDot CMS. The site needs to be migrated to an updated, open-source CMS endorsed by UNICEF’s Division of Communications, in order to enhance design, streamline content and improve site analytics. Importantly, the website’s content also needs to be re-organized and the function upgraded all ahead of the launch of the 7th Stocktaking Report.
The newsletter site (http://newsletter.childrenandaids.org/) is an extension of the Children and AIDS website, comprised of blog posts that feed into a quarterly email newsletter. Although from the front-end the newsletter is linked to the main website, their back-ends are interoperable with the newsletter using a different CMS, i.e. WordPress. The newsletter needs to be migrated into the main Children and AIDS website, either housing its content under the same CMS as Children and AIDS or pulling HIV-related content from the UNICEF Connect blog feed (http://blogs.unicef.org/).
Duration
The consultancy is expected to take up to 3 months, to start on or around 1 July 2015and may be extended on a need basis.
Duty Station
The consultant will work primarily off-site and will not have office space or materials provided by UNICEF. The consultant will be available by email, telephone, and Skype.
Key competences, technical background, and experience required:
· Undergraduate degree in information technology
· 3+ years of Mid-level experience in both front-end and back-end web development with strong understanding of WordPress, Drupal, Joomla CMS and other web trends.
· Familiarity with RedDot CMS
- Proficient in HTML/5, CSS, JavaScript, and PHP, and knowledge of Adobe Creative Suite (e.g. Photoshop, Illustrator).
· Ability to interpret and execute designs/wireframes into modern, clean and user-friendly web pages using well-written mark-up languages.
· Ensure secure website hosting, troubleshoot and upgrade as necessary. Knowledgeable about accessibility and security compliance.
· Ability to provide site enhancements, debug and performance tune websites.
· Ability to edit images and respond to ad hoc web-design related tasks.
· Proven ability to deliver under tight deadlines.
· Ability to work remotely with a multi-cultural team, but is a self-starter and can work with minimum supervision.
· Strong communication and interpersonal skills; fluency in English desirable
· Experience with mobile-responsive and multilingual websites.
· Familiarity with SEO and site analytics.
· Fluency in French is an asset.
