JOB DESCRIPTION: Communications & Advocacy Programme Coordinator
Reports to: Senior Policy & Advocacy Officer
Position:The Eliminating Child Labour in Tobacco Growing Foundation (ECLT Foundation) seeks a skilled, strategic, and proactive Communications & Advocacy Programme Coordinator (CAPC) to implement and assist in developing communications strategies and outreach platforms that engage global, national and local stakeholders - in order to build a deeper understanding of the root causes of child labour in tobacco growing and agriculture, and to help inform public discourse on good practices which are having a positive impact in the fight against child labour.
Serving under the direction of the Senior Policy & Advocacy Officer, under the guidance of the ECLT Foundation Executive Director and in partnership with ECLT Foundation staff, the CAPC will deliver and assist in envisioning and developing the ECLT Foundation’s advocacy-focused communications and will provide support in key engagement efforts that highlight the work of the ECLT Foundation. The CAPC’s work will inspire and motivate ECLT’s stakeholders, including (but not limited to) ECLT Foundation members, ECLT Foundation Advisors, implementing partners, global and national policy makers, governments, trade unions, employers, civil society, [other] agricultural sectors, farmers, beneficiaries, and other involved stakeholders influencing child labour in tobacco growing- to act and/or to help mitigate the overarching issues that contribute to child labour.
The CAPC will coordinate communications and outreach across a myriad of messaging platforms including print, web-based/digital/social media and in-person events to communicate with ECLT’s stakeholders - both internally and externally, and with the greater public. S/he will be responsible for providing coordination support under ECLT’s portfolio of advocacy-based communications, including coordinating efforts and activities under the 2014-15 ECLT Communications Plan; identification, outreach, engagement, and contract support with external consultants who can help to advance ECLT’s advocacy-based communication strategies; coordinating with key stakeholders to identify, design, plan and implement communications campaigns (including the development of outreach plans and product dissemination); providing communications support to implementing partners and other related consultants of ECLT’s projects; and identifying and fostering opportunities for increased advocacy opportunities needed to affect positive and systemic change within tobacco-growing communities. The CAPC will provide day-to-day supervision, materials, and content to relevant ECLT Foundation vendors including marketing and communications firms, printers, and others.
The ideal candidate will be willing to travel to ECLT Project sites (sporadically) to develop field-based communications, and be an enthusiastic, results-oriented, independent thinker and team player – with a demonstrated ability to collaborate effectively with persons from diverse backgrounds. S/he will help develop targeted messaging and implement a broad range of strategic communications, such as through public awareness campaigns, publications, conferences, media relations and digital media.
Organization:
Founded in 2001, ECLT Foundation is a global leader in preventing and addressing child labour in tobacco agriculture with the primary purpose(s) of protecting and improving the lives of children and eliminating child labour in tobacco-growing areas. We work to strengthen communities, improve policies, and advance research so that tobacco-growing communities can benefit from agriculture while ensuring that their children are healthy, educated, and safe. Our Board includes representatives of the International Tobacco Growers’ Association (ITGA) and the major multi-national tobacco companies. The International Labour Organization (ILO) and Save the Children Switzerland are advisors to the ECLT Foundation’s Board.
Because of this strategic structure, we are uniquely positioned to address the root causes of child labour in tobacco growing and agriculture, and engage with others to mitigate the overarching issues that contribute to child labour, including poverty. Our work is focused on three strategic areas:
  1. Project Implementation
  2. Global advocacy, influencing public policies and disseminating good practices
  3. Research, evidence and knowledge-building
ECLT Foundation’s ongoing global advocacy objectives are to:
  • Ensure the implementation of communication strategies, message, and advocacy related activities focused on child labour solutions that adhere to ECLT’s philosophical principles and values
  • Build a greater understanding about the populations and communities where ECLT operates
  • Ensure that issues of child labour remain relevant to all stakeholders through the sharing of best practices and knowledge dissemination
  • Raise the priority of elimination of child labour in agriculture on the development agenda
  • Build a base for sustainability and having a well-resourced foundation
  • Understand the programmatic approaches of the tobacco sector stakeholders and articulate and promote their integration into child labour eradication approaches
ECLT Foundation’scommunications priorities are as follows:
  • Build and maintain relevance of key child labour issues and solutions through continuous communication, purposeful advocacy, and high online presence
  • Increase awareness of ECLT as an international expert in removing children as labourers in the agriculture sector and specifically in tobacco-growing.
  • Supporting ECLT’s integrated approach of programme implementation, advocacy, and research, all leading to policy change and/or implementation in support of decreasing child labour.
  • Communicate and convey the depth and breadth of the action, reach and initiatives of ECLT
Main duties and responsibilities:
The CAPC will work under the direction of the Sr Policy & Advocacy Officer to:
  • Coordinate communications and outreach across multiple messaging platforms including print, web, social media, and events in order to increase awareness of ECLT’s efforts and effectively communicate to ECLT’s audiences and internal/external stakeholders
  • Develop, edit, and coordinate content across all strategic/programme areas, distributing and maintaining ECLT’s communications including, but not limited to, the website (e.g. blog, images, and other content), e-newsletter, social media, videos, and print publications including newsletters, brochures, and annual reports.
  • Serve as the lead staff person on overseeing the ECLT website and social media platforms—implement and participate in updating the ECLT Foundation’s Web Maintenance and Social Media Plan to ensure that new and consistent information is developed and posted on schedule and according to SEO and other relevant best practices
  • Exercise judgment to ensure the effectiveness of communications
  • Partner with programme staff and/or partners on how to think how to creatively package knowledge in interesting and engaging ways
  • Enhance interaction/communications with field activities of ECLT’s constituency
  • Provide coordination support and guide in the development of a Dashboard for ECLT website in order to better communicate impact and successes
  • Determine opportunities for communications based campaigns and outreach platforms which will share and/or highlight good practices and successes
  • Develop outreach activities and provide coordination, as needed, of key ECLT supported campaigns that will increase awareness of ECLT’s efforts/programs (i.e. World Day Against Child Labour or other annual campaigns focused on promoting solutions on child labour)
  • Utilize monitoring & evaluation tools, baseline surveys, and project reports as advocacy tools
  • Provide communications support under Media Protocols – as directed
General Tasks of the Position
  • Work with outside vendors and provide administrative/budgetary management of assigned vendor contracts
  • Write and edit content for various communications, specifically to maintain and improve the website, internet presence, newsletter, briefings, background documents and annual report
  • Assist in preparation, planning, and participation in work related meetings and development of meeting minutes
  • Contribute to staff reports (i.e. ED Quarterly Report), field mission reports, etc.
  • Support in administrative tasks and/or other tasks, as assigned
  • International Travel is Required.
Qualifications and experience required:
Education
  • A university degree in a relevant subject is required
  • Graduate studies on communications, international development, child rights/ labour, are preferred
  • Other studies or degrees on advocacy, sustainability, or international development are desirable
  • Swiss or eligible EU citizens, or those with a valid work permit for Switzerland, HIGHLY encouraged to apply
Experience:
A minimum of 5 years of work in communications related work at national/international environments
Demonstrated experience in writing, developing (and or assisting in the development of) communications across a myriad of platforms, including web and social media
Demonstrated experience in implementing outreach/communication strategies
Experience in global/international development settings strongly desired
Languages:
· Excellent ability in written English and fluency in spoken English, professional communications skills acquired through studies or experience in English strongly preferred
· Fluency in French and knowledge of other languages, particularly those spoken in countries where ECLT Foundation operates is an advantage
