Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment and ensures that all Board documents are translated and distributed on a timely basis to Member States.

Realization by the IAEA of enterprise resource planning (ERP) is central to increasing efficiency and effectiveness in programme delivery. The IAEA's ERP, known as the IAEA-wide Information System for Programme Support (AIPS), will improve the quality, accuracy and timeliness of, and access to, management information, and will harmonize and streamline the processes that underpin programme delivery. The objective is to implement a single, fully integrated solution that leverages Oracle ERP software and best practice processes, replacing 45 stand-alone systems. Eight business areas will be addressed: finance, procurement, programme and project management, human resources, contacts, meetings, travel and transportation. The initial phase focused on the first three areas and facilitated the introduction of new accounting standards (International Public Sector Accounting Standards - IPSAS). The project is now addressing other business areas.

The project is overseen by the AIPS Project Board. The project involves the re-engineering of business processes, handling all aspects of change management and the implementation of a standard ERP system in partnership with a commercial contractor/consultancy, including new architecture for hardware and software, migration from old systems, as well as ensuring interoperability with related solutions.

The AIPS project is led by a Project Leader, who reports to the Deputy Director General for Management who acts as the Project Executive. The AIPS project team consists of approximately 20 staff members plus consultants and commercial contractors.

Main purpose

Reporting to the Project Leader, the ERP Project Manager is a Work Stream Lead for the AIPS Programme and is the operational manager of a significant component of the programme, providing day-to-day project management; defining and executing Project Management processes; creating and maintaining project management deliverables (targets, milestones, phase closure) in the context of ERP implementation. He/she provides periodic & timely inputs to Project Leader in managing the project.

Role

The ERP Project Manager is: a coordinator of activities of a project team ensuring that all the work is undertaken in accordance with the agreed plan, a project manager managing issues, risks, configuration, and deliverables, anticipate deviations from project direction and undertake necessary corrective steps, and controlling change and scope.

Partnerships

As an operational manager, the ERP Project Manager identifies and provides timely information access to project team members, and conducts periodic status meetings to ensure that the project phases are progressing in accordance with the project plan.

He/she ensures alignment of efforts and, in the course of day-to-day management, resolves operational project issues with service providers, procurement, stakeholders, business process owners and Subject Matter Experts (SMEs), among others.

Functions / Key Results Expected

  • Develop detailed phase work plans and approaches along with the Project Leader and Process leads as per the collaborative planning process, including facilitating alignment between SI and the IAEA's project management methods, processes and standards.
  • Create and agree on the Business Involvement Plan (BIP) with all relevant stakeholders to ensure awareness of business resource requirements and utilization and enable the relevant stakeholders to have availability of project progress status, and take appropriate action.
  • Create and maintain the project management deliverables such as the project plans, phase work plans and other relevant deliverables in line with PRINCE2 and Oracle Applications Implementation Methodology (AIM) Methodologies.
  • Lead the project procurement activities including preparation of statement of work and vendor evaluation in accordance with IAEA procurement processes.
  • Set up deliverable management process and tracks project deliverables as per agreed Deliverable Matrix and project plan during various phases of implementation, manages scope control activities and project reports.
  • Establish and implement the Configuration Management Process, Quality Management Process, Risk Management process and Issue Management process throughout the project.
  • Lead project teams, including assessing performance management, and manage schedule, cost, and quality aspects of the project.
  • Identify project procurement and lead project procurement activity, including preparation of procurement plans, SOWs, manage vendor selection processes.
  • Manage the relationship with third party providers of the application, their performance, and vendor teams ensuring successful project delivery.
  • Design, develop and execute the transition from project to operations in accordance with ITIL processes.

Knowledge, Skills and Abilities

  • Strong knowledge of Project Management Processes based on PRINCE2 methodology.
  • Demonstrated ability to lead all project activities in accordance with Oracle Applications Implementation Methodology (AIM) and standard Upgrade methodologies.
  • Strong understanding of various work practices, methods, streams, technology involved in E Business Suite implementations.
  • Ability to co-ordinate cross functional streams such as development, functional, technical streams towards common set of goals and project timelines.
  • Ability to manage and prioritize among projects and conflicting priorities.
  • Ability to motivate and supervise internal and external staff, provide ample guidance for work completion to satisfaction.
  • Strong understanding of configuration management, data conversions approach, integrations approach, cut-over/transition approach, end- user training approach in an Oracle ERP environment.
  • Ability to work as an individual team player where necessary contributing to the programme.

Education, Experience and Language Skills

  • Advanced university degree in Management, Accounting, Information Technology, or equivalent areas.
  • A minimum of ten years of responsible relevant experience in Oracle ERP with roles such as Project Manager, Team Manager in at least five Oracle E-business suite projects.
  • Experience of running various key project streams such as Functional/Solution Stream, Reporting Stream, Development, Data Conversions, Cut Over and Transition streams in Oracle E-Business environment especially in an Implementation project.
  • Experience of working with multiple vendors handling different work areas in relation to a project.
  • Practitioner certification in PRINCE2 essential.
  • Proven experience of managing teams and proficient project management and supervisor skills.
  • Fluency in written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 887 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $46 267*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leavepension plan and health insurance.
