Climate change governance and evaluation specialists

Chemonics seeks climate change governance and evaluation specialists for short-term and potentially long-term assignments under the USAID Adaptation Thought Leadership and Assessments project. The specialists will provide technical leadership on evaluative issues of climate change risk and appropriate response. They will help increase the ability of USAID and country partners to develop programs that reduce the vulnerability of people, places, and livelihoods (or countries and communities) to climate variability and change. They will help shape critical areas of inquiry for project study, select appropriate methodological tools to inform assessment, and work with activity specialists to articulate activity findings and recommendations. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Supervise and coordinate activity teams for model assessments and thought leadership tasks
  • Lead efforts to identify governance issues for sectors subject to activity assessments (e.g., health, agriculture, decentralized governance), and test and document evaluation approaches to appraise the interplay between climate risk and activities in these sectors
  • Work with project partners to develop toolkits and online training guides for tested assessment methods
  • Work with USAID staff and project partners to support the preparation of analytical studies that identify innovative methodologies and best practices to integrate climate adaptation elements into key USAID development sector programs, with special focus on readiness and capacity evaluation of key stakeholders
  • At workshops, facilitate well-synchronized participatory stakeholder consultation processes to support tool development
  • Together with project members, coordinate efforts across USAID missions, implementing partners, participating USAID bureaus, and technical experts, to convey preliminary findings using online platforms; jointly discuss and address challenges in using various assessment methods and share innovations to improve data collection, analysis, stakeholder engagement and ownership, and gender integration
  • Work with a gender specialist to build gender-inclusive methodologies and ensure sex disaggregated data in assessment design and implementation
Qualifications:
  • Advanced degree in a social science field of study, with professional experience on issues of climate change, environmental policy or management, urban management, economics or related field
  • Ten years of relevant experience in the international development field, with knowledge of international development governance and evaluation practice related to climate risk and climate adaptation response
  • Three years of project management experience, with a progressive increase in responsibility
  • Experience translating scientific data and analytical results into tangible program interventions using decision support tools/frameworks
  • Ability to design and provide technical oversight on a range of activities and provide thought leadership on assessment methodologies and tools and on mainstreaming of climate adaptation into development programming
  • Familiarity with a wide range of evaluation methodologies and ability to assemble appropriate teams to carry out assessments using specific methodologies
  • Familiarity with one or more high-profile USAID sectoral activities in agriculture (e.g., Feed the Future and Food for Peace), global health, and infrastructure financing and development
  • Professional experience in Sub-Saharan Africa and in South and Southeast Asia preferred
  • Demonstrated ability to form and manage complex programs and diverse interdisciplinary teams
  • Demonstrated knowledge of a variety of research techniques and ability to apply these techniques flexibly for international development planning and programming
  • Demonstrated leadership, versatility, and integrity
