1. MANAGER - (HUMAN RESOURCES MANAGEMENT AND ADMINISTRATION)
VACANCY CIRCULAR NO. 1 OF 2015
SALARY SCALE: E2 (P325, 188 – P338, 316 per annum)
BENEFITS:
(a) A contract of 24 – 36 months with gratuity payable at the rate of 25% upon the expiry of contract.
LEAVE: 30 working days per annum.
QUALIFICATIONS: Degree in Human Resources Management or any related field.
EXPERIENCE: A minimum of fourteen (14) years relevant work experience, two (2) years of which should have been served as Deputy Manager – Administration/Human Resources Management on D1 salary grade in Government or equivalent in the Private Sector or Parastatal Organization. Employee relations experience will be an added advantage.
MAIN PURPOSE OF THE JOB:
To provide leadership in the implementation, management and coordination of the Human Resources Management and Administration functions.
KEY PERFORMANCE AREAS:
• Identifies optimal organisational design to support the implementation of programmes and achievement of the vision.
• Contributes in the formulation and review of Human Resources Management, Administration and Information Communication and Technology Policies.
• Monitors the implementation of Human Resources Management, Administration and Information Communication Technology Policies.
• Develops and maintains sound operational guidelines for the Ministry/Department based on established Public Service Rules and Regulations.
• Establishes fora to facilitate regular and comprehensive exchange of ideas in the division and externally.
• Manages human and physical resources to meet strategic organisational and customer needs and to maintain sustained products and/or service delivery.
• Develops risk management strategies and plans to achieve organisational objectives.
• Supervises and monitors performance and quality of service provided by private consultants.
• Assess personal knowledge and skills against job specific competencies to identify development needs and priorities.

2. DEPUTY DIRECTOR, DEPARTMENT OF WASTE MANAGEMENT AND POLLUTION CONTROL
VACANCY CIRCULAR NO. 2 OF 2015
SALARY SCALE: E2 (P325, 188 – P338, 316 per annum)
BENEFITS:
(a) A contract of 24 – 36 months with gratuity payable at the rate of 25% upon the expiry of contract.
LEAVE: 30 working days per annum.
QUALIFICATIONS: BSc. Environmental Engineering/ Environmental Science/ Environmental Chemist /Biology or any related qualification.
EXPERIENCE: A minimum of fourteen (14) years relevant work experience, two (2) years of which should have been served as Chief Environmental Engineer/Chief Waste Management Officer/ Chief Chemist/Chief Biologist on D1 salary grade in Government or equivalent in the Private Sector or Parastatal Organization.
MAIN PURPOSE OF THE JOB:
• Deputise the Director in the overall management of operations of the Department and coordinate all aspects of budget formulation, policy formulation analysis and implementation of Government plans.
• Provide effective leadership and guidance in all technical and administrative matters pertaining to the prevention and control of pollution of the environment.
KEY PERFORMANCE AREAS
• Advises stakeholders on all aspects of pollution prevention and waste management.
• Provides technical advice to potential investors on matters pertaining to waste management sector.
• Monitors implementation of policies and legislation on waste management and pollution control statutes by stakeholders.
• Provides guidance on the development of strategies and programs to address environmental pollution.
• Coordinates the technical functions of the Department.
• Plans, coordinates and supervises the day to day running of the district officers’ functions.
• Initiates the development and review of policies and legislation designed to protect the environment on matters pertaining to waste management and pollution prevention and control.
• Guides the development and update of the national waste, waste water and sanitation plans.
• Monitors expenditure for Departmental accounts.
• Attends seminars, conferences and workshops on managerial and leadership courses.

3. DEPUTY DIRECTOR, DEPARTMENT OF WILDLIFE AND NATIONAL PARKS

QUALIFICATIONS: Degree in Wildlife Management and Conservation/Environmental Science or related fields.
EXPERIENCE: A minimum of fourteen (14) years relevant work experience, at least 2 years of which should have been served on a managerial post on D1 salary grade in Government or equivalent in the Private Sector or Parastatal organization.
MAIN PURPOSE OF THE JOB:
• Deputise the Director in the overall management of operations of the Department and coordinate all aspects of budget formulation, policy formulation analysis and implementation of Government plans.
• Provide exceptional managerial and professional abilities in policy formulation analysis, implementation and evaluation.
KEY PERFORMANCE AREAS
• Develops strategic partnerships with national key stakeholders and regional conservation bodies on Transfrontier wildlife conservation.
• Engages with non-governmental organisations and local communities to improve sustainable conservation and management of wildlife resources for enhanced local community livelihoods.
• Oversees the development of strategies for capacity building within communities to engage in wildlife resource-based tourism.
• Promote communication, education and awareness on Community Based Natural Resources Management (CBNRM).
• Oversees performance and service delivery in wildlife conservation and utilisation Directorate.
• Advises on the development of human resources development strategy.
• Develops and mentors senior management in the wildlife conservation and utilisation Directorate.
• Develops and monitors implementation of strategies, management plans and standards concerning designated wildlife areas.
• Initiates and represent the Government in the negotiations and management of Transfrontier Conservation Areas (TFCAs).
• Develops strategies to mitigate Human Wildlife Conflict (HWC).
• Provides prudent management and leveraging of financial resources.
• Oversees the procurement of law enforcement, logistical and infrastructure requisites.
• Benchmark on best practices of wildlife estate management and community support and outreach programs.

4. ASSISTANT MANAGER (REFORMS COORDINATOR)
VACANCY CIRCULAR NO. 4 OF 2015
SALARY: D2 (P 231, 708 – P255, 828 per annum)
BENEFITS: i) Optional contributory Medical Aid Scheme (Government pays
50% and employee 50%).
ii) Contributory Pension Fund (Government pays 15% and employee 5%).
LEAVE: 30 working days per annum.
QUALIFICATIONS:
Degree in Social Sciences i.e. Public Administration, Economics, B.Com, Business Administration or equivalent qualification. Planning and productivity improvement will be an added advantage.
EXPERIENCE:
A minimum of 8 years relevant work experience in the Public Service two (2) of which should have been served at D3 salary scale on a post of Performance Management related activities or equivalent in the Public Service, Parastatal or Private Sector.
MAIN PURPOSE OF THE JOB:
To monitor and manage implementation of Public Service Reforms introduced by Government and to provide general assistance to the Performance Improvement Coordinator.
KEY PERFORMANCE AREAS:
• Initiate support for training, implementing plans, communication and monitoring of the Public Service Reforms.
• Facilitates the integration of all Public Service Reforms introduced within the Public Service.
• Assists Reforms Coordinator in preparations of regular reports on the progress, impediments and problems to such Reforms, Programs and Projects.
• Assists in identification of Ministerial strengths, weaknesses, opportunities and threats, and advises the Reforms Coordinator accordingly.
• Assists in ensuring quality control on all reforms projects deliverables.
• Assists in monitoring and evaluation of the overall effectiveness of the performance improvement initiatives.
