Applications are invited from highly motivated and well experienced self-driven citizens of Botswana for the following positions in the Ministry of Infrastructure Science and Technology.
VACANCY: Chief Project Coordinators – (5 Posts)
VACANCY REF NO (230100007.1.1*1) (230201170.6.1 to 230201170.9.1*4)
SALARY SCALE: D1 (P 266,460.00 – P294, 180.00)per annum
LEAVE: 30 working days per annum
BENEFITS: i) Optional contributory medical aid (Government pay 50% and employee 50%)
ii) Contributory pension scheme (Government contributes 15% and employee 5%)
iii) Scarce Skill Allowance at 40% of basic salary
QUALIFICATIONS:
i. Degree in Building Engineering/or any construction related discipline from a recognized institution and registered as a Professional Engineer.
ii. Certification or a Master’s Degree in Project Management from an accredited Project Management Institution is a requirement
EXPERIENCE:
• Appointment to this post will be considered from candidates who in addition to high professional competence have exceptional administrative and managerial abilities and demonstrable knowledge of the construction industry and Project Management processes and procedures.
• 10 years of relevant work experience in the management of construction projects.
• Two (2) years of which should have been at D2 level or an equivalent level in parastetals or private sectors.
• At least four (4) years should have been spent at Project Management or Resident Engineer handling multi-disciplinary services in large and complex project. Experience in the use of MS Project, Primavera or any project programming tool will be an added advantage. Experience in the use of FIDIC forms of contract is essential.
MAIN PURPOSE OF THE JOB:
To coordinate and integrate the efforts of the entire project team into synergetic whole through the provision of technical guidance, project management and being the custodian of all project workflow and controls. This will ensure efficient use of resources and successful closure of contracts.
DUTIES AND RESPONSIBILITIES
• Initiate, plan ,execute and ensure successful closure of new development; rehabilitation and refurbishments to set PM standards
• Establish and Maintain Relationships with Sponsors
• Facilitate scoping sessions and project prioritization with stakeholders and senior management to rank potential projects in terms of their expected contribution to meeting organizational goals and/or government mandated requirements.
• Ensures that the right resources are availed for projects.
• Develop project management plans for projects, implement ,monitor and communicate project performance on issues, risks ,budget, ,schedule and scope management mitigation strategies to relevant stakeholders
• Undertakes a lessons-learned and end of activity reports for completed projects, to serve as a guide to future projects.
• Works with individual project team members and stakeholders to ensure the organization’s project management methodology is understood and followed, and helps the project team understand specific organizational goals their project is expected to achieve.
• Facilitates project status meetings with the project team members and stakeholders to ensure project is on schedule, budget and scope.
• In general, assign work, delegate responsibility, coach and mentor project team members regarding the organizational project management methodology and practices to facilitate for professional PM certification
• Provides technical advice in the preparation of the tender documentation, administration of the tendering and evaluation of bids for contract awards.
• Ensures that Conflicts and disputes are avoided and managed effectively through appropriate resolution procedures
• Undertakes any other related duties as may be assigned by Management

VACANCY: CHIEF PROJECT OFFICER (ANTI-CORRUPTION UNIT) (1 Post)

QUALIFICATIONS: Degree in Any Social Sciences
EXPERIENCE: A minimum of ten (10) years’ experience preferably in investigations relating to fraud and corruption in the Public Service or Private Sector, two years of which should have been at D2 grade in the Public Sector or equivalent level in the Private Sector.
TERMS OF EMPLOYMENT: Permanent and Pensionable
MAIN PURPOSE OF THE JOB:
To coordinate and provide strategic guidance in the implementation of Anti-Corruption initiatives in the Ministry.
DUTIES:
1. To develop Anti-corruption work plan and ensure its timely implementation.
2. To coordinate implementation of recommendations of Corruption Audits.
3. To coordinate development of Corruption Risk Assessments and implementation of the recommendations made.
4. To monitor implementation of the risk control measures contained in the Ministry Risk Register.
5. To liaise with Heads of Corruption Prevention Committees regarding the implementation of anti-corruption recommendations and initiatives.
6. To prepare and submit monthly Anti-Corruption Unit reports to Ministry Management and DCEC.
7. To assist the Ministry in the implementation of Corruption Prevention Plans.
8. To build capacity for Corruption Prevention Committees and the Ministry staff on anti-corruption initiatives.
9. To conduct preliminary enquiries on suspected fraud/corruption incidences and refer those that need further inquiries to the DCEC/Police
10. To provide leadership in the Ministry Anti-Corruption Unit.

QUALIFICATIONS:
Degree in Technology Transfer and Intellectual Property Rights related fields or equivalent, management sciences, engineering, technology and science. A post graduate degree and a specialized training in intellectual property law will be an added advantage.
KNOWLEDGE REQUIRED:
Sound knowledge on national, regional and/ or international technology transfer regimes and intellectual property rights.Demonstrates experience of deploying leading edge technical solutions in the entrepreneurship and commercialization. Provides evidence of commitment to maintaining technical skills relevant to the position, must be computer literate and possess very good communication and writing skills.
EXPERIENCE (Length and Type Service):
Experience in the technology transfer, entrepreneurship and commercialization, as well as Intellectual Property and Policy Formulation ideally in the context of science and technology; not less than 6 years, two of which should have been in Technology Transfer, with evidence of successful performance.
MAIN PURPOSE OF THE JOB:
Manage and monitor the development of Technology Transfer Mechanisms and Intellectual property rights regimes for Science and Technology Innovation in the country.
DUTIES AND RESPONSIBILITIES:
• Develops,implements and monitors strategies geared towards promoting business development initiatives and activities related to science and technology.
• Stimulate and catalyze innovations nationwide
• Educate and sensitize the nation on the importance of Intellectual Property Rights.
• Develops Intellectual Property Rights support mechanisms
• Monitors and maintains the Intellectual Property Rights Register in liaison with stakeholders.
• Promotes the integration of indigenous technologies with modern technologies for increased competitiveness and benefit.
• Prepares and monitor the development of the annual performance plans and budget for the unit.
Strategy
• Participate in the formulation of the strategic business plans, budgets and implementation programmes
• Participate in committees as directed
• Preparing performance- monitoring reports for the intellectual Property rights unit
• Promote and support national and international co-operation and collaboration in Technology Transfer and Intellectual Property rights.
