This is a UNICEF Generic Vacancy Announcement (GVA) for the P-4 Education Talent Group for Chiefs of Education in Country Offices, and Education Specialists in Country and Regional Offices and Headquarters locations (HQ). Talent Groups at UNICEF are exclusive lists of pre-vetted, highly qualified professionals intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the P-4 level Education Talent Group. While placement in this Talent Group does not guarantee a position within UNICEF, it is an important resource for filling P-4 level vacancies for Chiefs of Education and Education Specialists as they become available in Country Offices, Regional Offices, or at UNICEF's Headquarters locations. Candidates placed into this Talent Group will be reviewed when a relevant position opens and if found suitable, will be offered placement through a direct selection process.
UNICEF has recently adopted its 2014-2017 Strategic Plan, which includes four key priorities for education: learning outcomes, early learning, equity, and education in emergencies. P-4 level Education positions may focus on one or more of these areas, or in the case of Section Chiefs, supervision of a team that delivers a programme structured around these priorities. The issue of depth or breadth of expertise will depend on the specific position. In order to implement the Strategic Plan, UNICEF is enhancing its expertise at Country, Regional and Headquarters levels. As such, the types of posts that will be staffed with candidates from the P-4 Talent Group may include:
Chief of Education (P4) and Education Specialist (P4):
The P-4 Education Specialist or Chief of Education will be supervised as follows depending on the context: Deputy Representative or Representative in some small Country Offices; Senior Education Adviser for HQ recruited positions; or P-5 (and occasionally P-4) Chief of Education in Country Offices. The P-4 Chief of Education/Education Specialist is accountable for the development, design, planning, implementation and management of the Education programme within their area of responsibility, in collaboration with other programmes and sectors, governments, and other key partners.In addition, if the position is a P-4 Chief of Education, s/he leads a group of professional and support staff to develop and manage the Education programme in that specific Country Office.
