Project Description
The Southern Africa Trade and Investment Hub Project’s key objectives are to increase international competitiveness, intra-regional trade and food security in Southern Africa. These objectives are underpinned by an improved regional trade and investment enabling environment coupled with increased agricultural value chain competitiveness supporting intraregional trade. This project is funded by the USAID and works closely with the Southern African Development Community (SADC).
Role & Responsibilities
The National Single Window Specialist will report to the director of trade and lead efforts to operationalize a web-based National Single Window (NSW) for external trade in the SADC. The specialist will be responsible for completion of programmatic and administrative deliverables in a timely, organized, efficient and accurate manager. The NSW specialist will build upon completed and in-progress work while also supporting the following phases: design and conceptualization, capacity building, implementation and monitoring and evaluation of the NSW.
Specific Responsibilities
· Regularly liaising with NSW component implementation counterparts, including the BURS and other identified stakeholders.
· Generate Public-Private Partnerships (PPP) to support the implementation of the single window system
· Assess legal and regulatory environments for NSW
· Managing the NSW component technical team including identification of input requirements and quality of outputs.
· Delivering all component reports and other identified deliverables on time in line with an agreed work plan
Qualifications
· A minimum of eight years of progressively responsible experience in customs operation.
· Demonstrated experience in customs systems, procedures, and customs modernization.
· Demonstrated ability to implement customs reform and trade facilitation in a developing country context.
· Familiarity with customs automation and ICT-related issues.
· Demonstrated familiarity with single windows for foreign trade from process to customs automation and ICT-related issues from a developing country perspective.
· Demonstrated supervisory experience in teams and professional groups in a cross-cultural environment.
· Minimum three years developing country work experience, particulary under U.S. Agency for international Development (USAID); work experience in SADC member countries preferred
· Must demonstrate personal attributes such as loyalty and integrity in addition to being successful in challenging environments and difficult situations, which is inherent in this position.
· Fluency in English is required; bilingual or multilingual ability is preferred.
· Ability to live and work in Gaborone, Botswana
