LEAVE: 30 Working Days per annum.

QUALIFICATIONS
To be considered for appointment to this position, candidates must have a Bachelor’s Degree or equivalent in Procurement Supply Chain Management, Business or related field.

EXPERIENCE:
At least 16 years experience in procurement related environment, of which two (2) years should have been at D1 in Government or equivalent level at a Parastatal / Private Sector.

MAIN PURPOSE OF THE JOB:
To provide strategic leadership in the procurement of supplies, services and works as well as disposal of assets for the Ministry in a timely and efficient manner.
KEY PERFORMANCE AREAS:
PROCUREMENT
• Provides technical advice in the preparation of the tender documentation, administration of tendering and evaluation of bids for contracts awards.
• Gives advice on procurement matters requiring policy action and guides accordingly.
• Oversees the procurement and disposal processes as well as tendering process and ensures adherence to relevant provisions of the PPAD Act and Regulations.

• Facilitates contracts between contractors and Ministries
• Negotiates bulk discounts or special facilities on behalf of the Ministry/Departments
• Develops contracts with Contractors
• Aligns/endorses contractor selection to procurement policy and strategy of Government of Botswana and reviews the list of contractors based on their performance.
• Oversees maintenance of list of approved suppliers, and evaluates supply capabilities and contractor performance.
STAKEHOLDER COLLABORATION
• Liaises with relevant stake holders to ensure proactive management and development of the contractor base, including small and medium size enterprises and other service providers.

• Coordinates and oversees development of procurement plan
• Coordinates and oversees the examination and development of estimates of material equipment and service requirement
• Manages all procurement and disposal by tender activities of the Ministry
• Oversees the preparation of tender document
• Liaises with other functions in the Ministry to provide a consultancy in the Ministry
CONTRACT ADMINISTRATION
• Coordinates and oversees contract administration and preparation of end of activity reports
• Manages contracts with contractors to ensure expected deliverables

• Oversees and coordinates the utilisation of the Ministry funds
