FHI 360 is currently seeking qualified candidates for the position of Community Liaison Officer; for the USAID-funded Linkages across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) Project, under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Botswana. LINKAGES is led by FHI 360 in and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade.
The position will be based in Gaborone, Botswana. Botswana nationals and candidates currently based in the region are encouraged to apply. Suitably qualified candidates openly living with HIV and/or who are representative of the key populations affected by HIV are encouraged to apply.

The Community Liaison Officer provides technical assistance and support to LINKAGES/Botswana developing, implementing and monitoring the programmatic elements of mobile, outreach and service provision working with local partners in Botswana.

Requirements
Position Responsibilities:
- Represent the LINKAGES Botswana team in the field and act as a bridge between KP Civil Society Organizations (CSOs) and the LINKAGES Botswana Country Office.
- Coordinate partner activities within the district(s), so they complement each other for the benefit of clients, without duplication
- Maintain a good working relationship with district stakeholders including District AIDS Coordinator, District Health Management Team, Dikgosi, and others
- Support the link between CSOs, KPs and the health care workers both in public and private settings for reduce the discrimination and stigma-free service provision.
- Responsible for ensuring peer outreach messaging are well-targeted, utilizing evidence-based approaches and are specific to each key population group based on the culture, age and geographic location.
- Responsible for ensuring program targets are met for each of the district(s) by collaborating with technical, program and partner staff to manage program implementation closely
Required Skills and Experience:
- A Bachelor’s degree in Public Health, Social Sciences or related field.
- A minimum of three years’ experience working in an international/local NGO implementing community-based HIV/AIDS projects.
- Experience in community based HIV and AIDS programming, and providing assistance to CSOs implementing these programs
- Effective strategic planning, coordination, project management and reporting skills
- Proficient computer skills with experience using social media platforms for social marketing
- Strong consultative and negotiation skills
- Demonstrated public relations and diplomacy skills required
- Excellent oral and written communication skills in English and Setswana
- Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems.
