Purpose of the Position
This is a Generic Vacancy Announcement for various posts in the Middle East & North Africa (MENA) Region.
The Information Management Specialist will support UNICEF and other operational agencies with information/data visual products to make evidence-based and strategic decisions on: (i) the scale, scope and coverage of the UNICEF and inter-agency emergency response; (ii) the needs of affected populations; (iii) prioritization of areas according to programme indicators; (iv) the need for humanitarian actors; (v) the key gaps in needs and response; and (vi) availability of human, material and financial capacity.
Key Expected Results
1. Data collection, compilation and analysis
- Support the development and revision of UNICEF and Inter-Agency Information Management (IM) tools related to the sub-sector/cluster at regional and hub levels.
- Lead UNICEF and Inter-Agency Information Management discussions, including for data collection, quality assurance and clearances prior to dissemination.
- Ensure consistency in data collection across hubs using data sources, such as the 4W matrix, ActivityInfo, and sector data collection.
- Support gap analyses of the sub-sector/sub-cluster in accordance with official data sources, including information disaggregated by age, sex and vulnerable groups.
2. Data visualization
- Provide clear and concise data visualization products (e.g. maps, dashboards, info-graphics and financial/resource analyses) to UNICEF operational managers and technical partners.
- Perform mapping exercises through 4W matrices, needs and gaps analyses, online mapping, and services and infrastructure at Whole of Syria (WoS) and hub levels.
- Respond to data visualization requests, including delivery of products to support advocacy and resource mobilization efforts.
3. Information exchange and dissemination
- Support the development of effective methods and platforms to standardize and share information.
- Develop and maintain catalogues of IM and data products, including maps and assessments.
- Collaborate with OCHA and other IM/Geographic Information System (GIS) Focal Points in Amman and hubs on the exchange of information from other sectors to inform UNICEF's response and preparedness decisions.
- Provide guidance to hubs and Regional Office on the most effective uses of IM to build the capacity of information managers.
- Conduct IM/GIS support missions to different hubs.
Qualifications of Successful Candidate
Education
- Advanced university degree preferably in a relevant field such as geographic sciences, humanitarian affairs, political science, Information Technology, Information Systems, Engineering, or Communications.
- A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of advanced university degree.
Work Experience
- Minimum of five years of professional work experience at national and international levels.
- Strong knowledge of Excel and preferably MS Access or other databases.
- Good written and oral presentation skills.
- International work experience/developing country experience required, preferably in the Middle East & North Africa Region
- Background/familiarity with emergency situations considered an asset.
Language Proficiency
- Fluency in English required, and good knowledge of Arabic highly desirable.
